Position Summary:

2026 Census Test Technical Integration Program

The Mission: The Decennial Census plays a critical role in our nation's governance, informing congressional representation and guiding the allocation of $1.5 trillion in federal funding each year. In preparation for 2030, Command Cyber Solutions is seeking highly skilled and motivated Systems Engineer to join the 2026 Census Test IT (26CT) Integration program.

The Decennial requires innovative, scalable IT solutions to support the count of every person living in the United States and its territories. Decennial systems must scale to process millions of daily responses, support the largest non-military workforce mobilization in the world (350k+ workers), and maintain the highest standards of data security and individual privacy. 26CT is a critical milestone in preparations for the 2030 Decennial Census.

Essential Duties & Responsibilities:

As a Systems Engineer on this program, you will play an important role in supporting and coordinating the technology teams that will build the infrastructure for this high-profile mission. Systems Engineers are responsible for ensuring that key components of the 26CT systems work together seamlessly, efficiently, and securely. You will support teams in developing and maturing advanced systems that:

* Facilitate comprehensive data collection using cloud computing, mobile technology, and data analytics

* Support nationwide field operations, enabling coverage of hard-to-reach populations

* Improve government efficiency with the use of modern technologies that reduce complexity and drive right-size scaling to meet operational demands

The 26CT Integration program involves critical preparatory work for the 2030 Decennial Census. As a Systems Engineer, you will be responsible for various aspects of planning, analyzing, and implementing innovative IT solutions that form the backbone of this national undertaking, including, but not limited to:

* Supporting the design and integration of mobile device solutions, field IT infrastructure, and identity management systems for 26CT data collection

* Assisting in the development and implementation of an integrated operations center and help desk systems to manage and monitor Census operations in real-time

* Conducting comprehensive gap analysis and risk assessments to ensure all systems meet operational requirements

* Supporting the planning and execution of rigorous testing to validate solution interoperability, scalability, and performance under realistic operational conditions

* Collaborating closely with Census Bureau teams and stakeholders to align technical solutions with operational needs

* Developing and maintaining comprehensive documentation and solution architecture design recommendations to inform planning for the 26CT and provide lessons learned for future initiatives

Education & Experience Requirements

* Bachelor's Degree in Computer Science, Information Technology, Information Security, or a related field of study

* Advanced degree in Computer Science, Engineering, or a related field desired

* Relevant professional certifications (e.g., AWS, Azure, Cisco, PMP) are a plus

* 5+ years of experience leading projects focused on mobile device management

* Experience working in a government or public sector environment is a plus

* US Citizenship with ability to obtain a Public Trust clearance, which involves a background investigation to determine suitability for access to sensitive data

Knowledge, Skills & Abilities Requirements:

As a Systems Engineer focused on MDM, you will be responsible for ensuring that the 26CT is fully mobile enabled and an MDM solution that is scaled to support expected test workloads and, importantly, fully analyzed for scalability to support 2030 peak operations. You will make recommendations to optimize for future scale.

* Proficiency in project management methodologies such as Agile and Scrum

* Direct experience with ETL tools in cloud environments, particularly AWS Glue and AWS Lake Formation

* Strong database experience with AWS Aurora/RDS or AWS Iceberg

* Proficiency with scripting languages such as Python and SQL

* Proven experience in data integration strategies and implementation

* Strong analytical skills working with large volume and statistical processing

* Cloud platform expertise, particularly AWS, with understanding of IaaS, PaaS, and SaaS service models

* Familiarity with container orchestration and deployment (Docker, Kubernetes)

* Skills in automating workflows and integrating with cloud platforms

* Understanding of API and SDK interaction with cloud services

* Experience in setting up and configuring monitoring tools such as AWS CloudWatch and Datadog

* Ability to collaborate with technical SMEs, security teams, EDL, and OCIO to integrate cloud services

* Experience with system-of-systems architectures and data integration

* Knowledge of cloud best practices and compliance standards such as FedRAMP and ATO

* Ability to adapt to changing priorities and work effectively

* Passion for public service and a commitment to the mission of the Census Bureau

* Ability to use creative critical thinking skills to address complex technical challenges

* Excellent communication and collaboration skills, with the ability to work effectively with cross-functional teams and stakeholders at all levels

Working Conditions/Working Environment/Physical Demands

* Basic office work at approved remote office location

* Primarily remote work arrangement with occasional need for in-person meetings in the DC, MD, and VA area and potential for short term travel to program sites

* Hours of operation are M-F between 0600-1800.

* Occasionally, project requirements may require temporary adjustment of work hours/days

* Duties are subject to change based on the needs of the customer
