Grants Manager - Virginia Remote

EM is looking to bring on aFull Time - Grants Managerwho will be responsible for managing federally funded projects to ensure compliance and meeting established deliverables, inclusive of oversight and monitoring of subrecipients.

Primary Location:



  • Live anywhere that meets remote work requirements in the United States including Puerto Rico.
  • Work is expected to take place at home or personal office space with travel to client site in the Commonwealth of Virginia.
  • Preference will be given to candidates who reside in in the Commonwealth Virginia.


Travel Requirements:



  • This position may require travel to complete work assignments or attend meetings.


Essential Functions:



  • Establish and monitor project timelines, budgets, and performance metrics to ensure successful delivery and compliance with state and federal funding agency guidelines.
  • Remain current and knowledgeable of active VA CDBG-DR programs, including funding, plans, and implementation policies and procedures.
  • Facilitate regular meetings with subrecipients and stakeholders to ensure proper project management and spending of all available funding.
  • Attend stakeholder meetings to include internal and external governance, committee meetings and workgroups as necessary.
  • Provide training, technical and administrative guidance to subrecipients on work requirements, executing applicable regulations and subrecipient award terms and conditions.
  • Prepare and/or review information and reports for internal and external stakeholders.
  • Maintain a working knowledge of all policies and procedures across the grant life cycle and provide support/recommendations for improvements when needed.
  • Oversee approval of funding agreements to ensure documentation and reporting requirements and timelines are met.
  • Conduct reviews for all subrecipient requests for reimbursement, including subrecipient procurement action reviews, invoices and supportive documentation, to ensure compliance with contract terms.
  • Perform quality control reviews of subrecipient program documents including policies and procedures and closeout information to assure quality and program compliance.
  • Review and monitor subrecipient project schedules to ensure timely progress and supervise program closeout.
  • When necessary, engage support teams to assist with subrecipient training and reviews such as engineering, environmental, marketing, accounting, and construction management.
  • Conduct, review and update subrecipient risk assessments.
  • Monitor subrecipient compliance with federal regulations and subrecipient agreements through site visits, desk reviews, and audits using program-developed tools and processes. Recommend corrective actions when necessary.


Minimum Qualifications:



  • Experience: Three (3) years of experience with grants management and demonstrated experience ensuring compliance with local, state, and federal rules and regulations.
  • Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
  • Education: Associate and/or bachelor's degree from an accredited college or university in project management, accounting, finance, management, business or public administration, legal or closely related field.
  • Experience and Education Substitution: A master's degree from an accredited institution in a qualifying field may substitute for one (1) year of the required experience.
  • An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.


Preferred Qualifications:



  • Knowledge of Virginia recovery programs related to Housing, Infrastructure/Public Facilities, and Public Services.
  • Knowledge of labor compliance requirements - including Section 3, Davis-Bacon, and Certified Payroll.
  • Knowledge of the Uniform Relocation Act and associated activities for housing program delivery.
  • Experience using DRGR system to review grant-funded activities, prepare reports to Congress and other interested parties, and monitor program compliance.

  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
  • Remote Locations: All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
