IEM is seeking a Full-Time Program Management Officer (PMO) to oversee the planning, coordination, and administration of operations for federally funded projects. The PMO will ensure compliance with federal, state/territorial, and local regulations and help the team meet established timelines, including reporting, training, and policy development. The PMO will manage program support processes throughout the grant life cycle, including policy and procedure development, project planning, task tracking, reporting, staff training, and program closeout Primary Location:
- Live anywhere that meets remote work requirements in the United States including Puerto Rico.
- Work is expected to take place at home or personal office space with travel to client sites in the Commonwealth of Virginia.
- Preference will be given to candidates who reside in the Commonwealth Virginia.
Travel Requirements:
- This position may require travel to complete work assignments or attend meetings.
Essential Functions:
- Assist the program team to ensure smooth operations and compliance.
- Lead and coordinate the development and implementation of program policies, procedures, and job aids.
- Collaborate with team and Subject Matter Experts (SMEs) to provide staff training and technical assistance.
- Offer training and technical support on program databases, tools, and systems of record.
- Support research, analysis, and recommendation development to improve program processes.
- Coordinate operation plans, briefing papers, client reporting, and presentations.
- Assist the Program Manager with goal setting, financial reporting, and accounting.
- Demonstrate strong organizational skills, including record keeping, scheduling, and task tracking.
- Exhibit excellent communication and teamwork skills.
- Handle onboarding and offboarding activities for program staff.
- Maintain knowledge of policies and procedures throughout the grant life cycle and suggest improvements as needed.
Minimum Qualifications:
- Experience: Five (5) years of experience with project and/or program management and demonstrated experience interpreting local, state, and federal rules and regulations.
- Three (3) years of experience with developing policies and procedures, performing data analysis and program report development, and delivering staff training.
- Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
- Education: Bachelor's or master's degree from an accredited college or university in project management, accounting, finance, management, business or public administration, legal or closely related field.
- Experience and Education Substitution: An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.
Preferred Qualifications:
- Knowledge of various databases and program management tools such as SmartSheet, Power BI, SharePoint and other Microsoft Office Suite products.
- Knowledge of Virginia recovery programs related to Housing, Infrastructure/Public Facilities, and Public Services.
- Experience providing technical assistance and staff training.
- Experience using DRGR system to review grant-funded activities, prepare reports to Congress and other interested parties, and monitor program compliance.
