The Sr. HSE Technician will support the responsibilities of the HSE department with duties related to the development and maintenance of health, safety, and environmental systems with an emphasis on Emergency Response, PSM and Radiation Safety. They will also ensure that the standards are observed, proposing appropriate solution in accordance with applicable legislation and corporate policies. This position is in our Keokuk, IA location The current salary range for this role is estimated to be $88,065-$119,200 specific compensation offered to a candidate will be influenced by a variety of factors including but not limited to skills, qualifications, experience, and location. What You'll Do: Key Accountabilities
- Review and modify current HSE programs and activities to ensure compliance with all government agencies and related regulations.
- Conduct regular inspections in plant and during operations and maintenance work to ensure that environmental standards and guidelines are being adhered to and report any deviations from environmental norms to HSE or Refinery Managers.
- Report, monitor and correct HSE issues
- Conduct HSE training for managers and employees as needed
- Provide assistance and review of incident investigations, ensure corrective and preventative actions are appropriate completed timely and lessons learned communicated.
- Assist the HSE Manager with promoting proactive HSE systems, policies and procedures for health, safety and environmental issues.
- Ensure all HSE compliance reporting is completed as per the due dates.
- Generate HSE performance metrics to measure performance to measure performance progress and evaluate HSE loss prevention program effectives.
- Foster and promote positive working relationship with management, supervisors, and employees on all health, safety and environmental projects.
- Implement HSE policies and procedures and work instructions in compliance with legal requirements, industry standards and best practices.
- Understand and comply with refinery operations and process safety management policies, procedures and work instructions.
- Conduct safety and compliance audits and report as appropriate
- Other duties as assigned.
Specificities:
- Manage all aspects of the plant radiation safety program and acting as the facilities Radiation Safety Officer (RSO).
- Maintaining state licensure
- Ensure radiation equipment is maintained
- Manage radiation source shipments
- Act as primary HSE point person for process safety management regulated areas. (Utilities, Refineries C and F) Duties included:
- Ensuring the requirements of the OSHA Process Safety Management Standard are met.
- Creating and maintaining a team of individuals from each PSM covered production area ensuring regular meetings are conducted on a routine basis (No less than quarterly).
- Ensuring all routine audits are scheduled and conducted within regulatory time frames.
- Management of the plant Emergency Response Team (ERT) To include:
- Recruitment and maintenance of ERT members.
- Management and scheduling of required trainings and team certifications
- Conducting routine drills to ensure teams competence. (No less then quarterly)
- Act as Incident Commander
- Ensure all ER equipment is maintained

What You'll Need: Education: Bachelor's degree in occupational health and safety, environmental engineering or environmental science or other degree program and having equivalent work experience in the HSE field. Appropriate certification desired (DOT, OSHA general industry, emergency response, and radiation) Experience:
- Minimum of three years' experience in Safety, Health, and Environmental issues with a Process Safety Management regulated or chemical industry
Specific requirements:
- Experience with team and cross function cooperation
- Working knowledge of applicable safety, security, health and environmental regulations with an emphasis on process safety management.
- Knowledge of incident investigation and root cause analysis
- Strong knowledge of HSE management systems
- Excellent analytical and problem-solving skills
