East Bay Municipal Utility District (EBMUD) invites qualified applicants to apply for this Limited Term (LT) (up to two years) position in the Human Resources Department (HRD). EBMUD has started work on the Human Resource Information System (HRIS) Replacement Project to update HRD technology, including core Human Resources and Retirement functions. This position will focus on business analyst activities supporting the implementation of new human resource systems, business process improvements, and systems integration. The HRIS Analyst I will also be responsible for managing and coordinating contracts transitioned from the Information Systems Department (ISD) to HRD, such as those related to OnBase and Samba.
The successful candidate will support various enterprise systems, including PeopleSoft Human Capital Management (HCM), Financial Information Systems (FIS), Electronic Timesheet System (ETS), Training Management System (TMS), and NeoGov (recruitment and onboarding system). This role will also serve as a liaison between HRD and the pension project support team to coordinate remediation tasks, ensure alignment between systems managed in different departments, and support long-term cross-functional efforts.
This person will assist with serving as a subject matter expert (SME), communication and training lead for HRD as it relates to current and upcoming projects including, but not limited to, the HRIS Replacement Project, pension initiatives, and internal system upgrades. The position will also provide cross-training and support to the current HRIS Analyst II, Senior HRIS Analyst, and HR Technicians with responsibilities including:
*Foundational table maintenance
*Data requests and audit support
*Compliance reporting
*System enhancement coordination
*Requirements gathering and documentation
*Testing and validation
*Subject matter expertise for HRIS/FIS replacement
*Ongoing user support across multiple systems
This role will be instrumental in leading and coordinating work efforts between business users and ISD resources, streamlining communication, and ensuring business needs are met with scalable and effective solutions.
Typical responsibilities include:
*Building test scripts.
*Reviewing and understanding work group business processes based on Business Process Review documentation.
*Auditing, reviewing, editing and scrubbing data as necessary for conversion.
*Providing orientation and technical training to primary and secondary HRIS users in system capabilities and usage.
*Documenting report parameters including electronic location, description, and linkages to other programs, screen format and explanatory comments to ensure that customization is not lost when new system releases are installed.
*Testing and reporting the results of transaction testing to implementation staff during system implementation; evaluating the impacts and results of modifying applications and installing system upgrades on established reports, screens, and web applications; proposing mitigations and customizations to other team members and department users to ensure continued system effectiveness and responsiveness.
*Building, consolidating, reviewing, auditing, scrubbing, and preparing EBMUD HR data in a format able to be loaded to new systems.
*Modifying or updating application tables and established production reports during conversion process from one system release to another.
*Writing SQR's to produce standard production reports that are run on a regularly scheduled basis.
*Writing ad-hoc queries and one-time reports as assigned.
*Assisting in providing consultation to departmental representatives on IT approaches and options available to address user needs; assisting in developing specifications for new or modified applications considering data and work flows, logical processes, and reporting requirements.
