THE POSITION

The Department of Transportation is currently looking to hire a Transportation Planning Specialist Trainee for a position based in Venango County. This role is part of a comprehensive 12-month training program designed to provide participants with a broad spectrum of professional experience and support within the District's Planning and Programming Unit. The primary goal is to ensure that all operations are carried out efficiently and effectively. Trainees will work closely under the guidance of the District Planning & Programming Manager (PPM), and as they demonstrate their skills and proficiency throughout the program, they will be entrusted with increasing levels of responsibility. DESCRIPTION OF WORK

This position encompasses a variety of responsibilities, primarily assisting the Project Program Manager (PPM) in the formulation and upkeep of transportation plans and programs. The role involves active participation in creating project schedules, ensuring the accuracy of funding plans and budgets, and preparing relevant reports that align with these plans and programs. Additionally, the individual will support the planning, development, and management of district transportation initiatives in compliance with federal and state regulations. Coordination of the District's PennDOT Connects planning efforts and bicycle and pedestrian planning activities is also a key aspect of the role. The position requires the creation and maintenance of design schedules for a diverse array of projects within the District Portfolio, utilizing current software tools. Effective communication with Project Managers is essential for updating design schedules and ensuring adherence to project timelines. The individual will provide timely feedback and conduct time analyses on project schedules as needed, particularly focusing on projects with negative float to identify solutions and advise the PPM and Project Managers accordingly. Furthermore, the role includes maintaining and distributing the department's Project Status Report, researching areas highlighted in Project Schedule Reviews, and collaborating with planning and programming staff to implement necessary revisions. A thorough understanding of the Design Manual - Part 1 and Part 1A (PennDOT Publication 10 and 10A) is crucial for applying this knowledge to project design schedules. The individual will also generate and distribute Crystal Reports to monitor schedule metrics, recommend actions to improve project schedules, and respond to Project Schedule Reviews by revising design schedules and providing comments within a 30-day timeframe.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Oil City.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A bachelor's degree in civil engineering, environmental engineering, electrical engineering, mathematics, statistics, planning, computer science, or geography; or
  • An equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
