Job Overview

Responsibilities
Essential Duties & Job Functions:
- Ensures real property asset that is owned, leased, occupied, and/or controlled by NASA and can be classified as land, improvement to land, buildings, other structures and facilities, or leasehold improvements shall be entered into the RPMS in consultation with the Center DCFO (F).
- Maintains detailed inventory records in the RPMS for all real property under the Center's management control and preparing RPMS reports required by Center management and NASA policy.
- Assists Center personnel regarding real property accountability matters.
- Monitors and revises the Real Property Inventory database to ensure all information is accurate and up to date.
- Maintains contact and coordination with the following offices and managers regarding real property transactions and supporting documents (Headquarters, FUO, other offices).
- Gathers and submits various periodic reports including DRD's required by contract.
- Uploads data into the RPMS by November 15 of each year and reports data elements to the OMB annually in the Federal Real Property Profile (FRPP), as described in Chapter 3.
- Performs all functions necessary to deliver the annual Operations, Maintenance, Custodial, Utilities and Grounds cost for the annual report.
- Gathers financial information (Operations, Maintenance, Custodial, Utilities and Grounds) and provide to both SSC and MAF in format in which NASA directs.
- Provides information for annual report in format in which NASA directs.
- Completes and forwards NASA Form 1046 (Notification of Real Property Transfer) to the RPAO within 30 days after title passes to NASA or acceptance by NASA, as described in Section 2.2.10.
- Monitors status of buildings at SSC and MAF, updating as needed.
- Responsible for HUD paperwork (from Head Quarters) by monitoring the Federal Registry.
- Works in conjunction with NASA RPAO, resident agencies, and construction managers to ensure proper reporting of new facilities and dispose of the decommissioned facilities.
- Issues vouchers showing capitalization of assets (buildings) or expense and submit to NASA Finance.
- Assists the NASA RPAO in reassigning needs and developing request for various types of facility space.
- Works with NASA FUO for the updated list of facilities for future demolition.
- Updates in RPMS future demolition of facilities with projected demo date.
- Works with NASA RPAO on the division of cost to do the spread needed for the annual report.
- Responsible for monitoring the renewal of In-Grants and Out-Grants and revising the database as required.
- Responsible for uploads to NASA Head Quarters for the annual report.
- Work with NASA RPAO and other Federal Entities for transfer of government property to NASA.
- Work with Deferred Maintenance Team from Head Quarters to provide reports needed, conducts walk-through of all buildings at SSC and MAF to annotate notes concerning maintenance items.
- Performs all other work-related duties as assigned.
Job Requirements
Mandatory:
- High School Diploma or GED equivalent with four years' experience in property management.
- Knowledge of the Property Process
- Intermediate level skills in Microsoft Office suite.
- Must have the ability to communicate the English language, both verbally and written, in an effective manner.
- Valid state Driver's License with acceptable driving record pertinent to the position.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- U.S. Citizenship.
