JOB SUMMARY

Industrial Compliance Specialist II

Plans and executes inspections, data collection and analysis and related work in support of the Sewer District's Business Programs for Industrial Customers including Industrial Pretreatment Program, Mercury Program, Sewer Service Charge Based on Usage of the System (SSCBOUTS) Program, Surcharge Program, Temporary Discharge Permits and Non-Discharge Status (NDS)to ensure compliance and appropriate billing. Serves as a technical resource to industrial users, customers, external agencies and other Sewer District staff on compliance with Title I and Title II of the Sewer District Code of Regulations. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Plans inspection and sampling of industrial and commercial businesses in support of the Sewer District's Industrial Compliance Program to ensure compliance with Federal, State, and local discharge regulations.

- Reviews, evaluates, and analyzes industrial users' production, operation and maintenance practices related to waste discharged to the sewer system. Conveys regulatory requirements.

- Reviews and interprets regulations as they apply to industrial users and recommends permit requirements. Drafts and issues Temporary Discharge Permits. Reviews and comments on industrial discharge permits.

- Determines sampling methods and equipment necessary to complete work/project. Installs various types of sampling and monitoring equipment such as but not limited to automatic samplers, flow monitoring devices and pH data loggers.

- Plans for and collects samples of discharges for chemical, physical and bacteriological parameters, and prepares sampling paperwork, including chain of custody, labels, laboratory analysis sheet, sample request forms, and tracking and monitoring forms. Coordinates with Analytical Services.

- Analyzes and interprets data to assess compliance with regulations and local limits. Examines data (e.g., calculating pollutant loadings, identifying trends, etc.) to identify problems.

- Plans the development of and justification of local industrial user discharge limitations.

- Enforces Industrial Pretreatment Program rules and standards, identifies violations, and recommends enforcement actions. Issues letters of compliance and notices of violation. Organizes compliance meetings with facilities in non-compliance. Takes appropriate enforcement action in accordance with the District's Enforcement Response Plan. May be responsible for testifying at hearings.

- Plans and arranges for equipment, supplies, and resources to be available for assignments. Evaluates and tests new equipment for use in the field. Recommends new equipment for purchase.

- Plans and executes activities for surcharge, Sewer Service Charge Based on Usage of the System (SSCBOUTS), direct bill, Non-Discharge Status (NDS) determinations, water leaks, and issuing/monitoring Temporary Discharge Permits to ensure compliance with Code of Regulations and accurate billing.

- Reviews and evaluates special billing reports for accuracy and compliance with District programs. Proactively works with customers and Sewer District staff to resolve billing issues. Makes recommendations for customer reimbursement. Testifies at customer hearings.

- Plans and executes inspections, source identification and tracking, and other activities in support of the District's Mercury Program. Plans and executes NPDES permit required mercury sampling. Drafts Ohio EPA required reports.

- Responds to and investigates environmental emergencies with potential to impacts to Sewer District assets and/or employees as alerted by requests from the Sewer District's On-Scene Coordinator.

- Trains and mentors Industrial Compliance Inspector I roles.

- Participates in the District Drone Program conducting cinematography, photography, modeling, asset inspection, environmental monitoring or aiding external agencies. Roles may include, but are not limited to, pilot, visual observer, video and photo editor.

- Maintains very good public relations by dealing with complaints, being polite and respectful to customers. Serves as a liaison and technical resources between other organizations, departments and internal or external personnel.

- Makes informed decisions based on available information and circumstances in the field.

- Monitors pending industrial pretreatment rules and regulations and develops/drafts comments on behalf of the Sewer District.

- Performs other duties of a similar nature as may be required.

Leads the implementation of the Sewer District's Business Programs for industrial customers including Industrial Pretreatment Program, Mercury Program, Sewer Service Charge Based on Usage of the System (SSCBOUTS) Program, Surcharge Program, Temporary Discharge Permits and Non-Discharge Status (NDS) to ensure compliance and appropriate billing. Serves as a lead technical resource to industrial users, customers, external agencies and other Sewer District staff on compliance with Title I and Title II of the Sewer District Code of Regulations. Performs other duties of a similar nature as may be required

- Provides guidance and support in the collection of samples for chemical, physical and bacteriological parameters, and prepares sampling paperwork, including chain of custody, labels, laboratory analysis sheet, sample request forms, and tracking and monitoring forms. Leads the coordination with Analytical Services.

- Leads the analyses and interpretation of data to assess compliance with regulations and local limits. Critically examines data to identify problems.

- Leads the development of and justification of local industrial user discharge limitations.

- Enforces Industrial Pretreatment Program rules and standards, identifies violations, and determines enforcement actions. Organizes compliance meetings with facilities in non-compliance. Takes appropriate enforcement action in accordance with the District's Enforcement Response Plan. Recommends enforcement actions and escalation in instances of industrial user noncompliance. May be responsible for testifying at hearings.

- Leads the selection of equipment, materials and supplies necessary to complete inspections and projects. Reviews recommendations for new equipment for purchase.

- Leads business program inspections for surcharge, Sewer Service Charge Based on Usage of the System (SSCBOUTS), direct bill, Non-Discharge Status (NDS) determinations, water leaks, and issuing/monitoring Temporary Discharge Permits to ensure compliance with Code of Regulations and accurate billing. Works with customers and Sewer District staff to resolve billing issues. Testifies at customer hearings.

- Critically examines special billing reports for accuracy and compliance with District programs. Proactively works with customers and Sewer District staff to resolve billing issues. Provides guidance and support in determining customer reimbursement. Testifies at customer hearings.

- Leads implementation of the Sewer District's Mercury Program to ensure compliance with NPDES permit requirements and best management practices. Oversees NPDES permit required mercury sampling. Provides guidance and support in the identification and investigation of potential sources of mercury. Prepares Ohio EPA required reports.

- Responds to and investigates environmental emergencies with potential to impacts to Sewer District assets and/or employees as alerted by requests from the Sewer District's On-Scene Coordinator.

- Trains and mentors the Industrial Compliance Specialist I and II roles. Verifies the accuracy of their work.

MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess a bachelor's degree preferably in Chemistry, Biology, Environmental/Chemical Engineering, Environmental Studies or a closely related field.

- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

Industrial Compliance Specialist II

Candidate must possess five (5) years of experience in industrial pollution control and/or environmental monitoring.

Industrial Compliance Specialist III

Candidate must possess seven (7) years of experience in industrial pollution control and/or environmental monitoring.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.

- Candidate must obtain a certification of completion of the Red Cross Standard Multimedia First Aid Course and CPE certification.

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess basic knowledge of environmental regulations.

- Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.

- Candidate must be detail-oriented and capable of managing large amounts of data, maintain detailed comprehensive records, analyze and organize information, have effective project and time management skills and be well organized.

- Candidate must be proficient in Microsoft Office Suite including Word, Excel, Outlook and PowerPoint.

- Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

- Candidate must have the ability to interpret and evaluate information and alternatives, produce written technical documents and make decisions regarding equipment and methods to complete work assignments in accordance with regulations.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, crawling, crouching, driving, feeling, kneeling/squatting, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping, power grasping and fine manipulation. Ability to push, pull and lift from floor to waist, waist to shoulder or floor to shoulder up to 100 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand extremely loud noise exposure for fifteen minutes or longer on an infrequent basis is required. Exposure to environmental conditions such as respiratory hazards, extreme cold/heat (non-weather related), outdoor work, wet/humid conditions, work around large machinery, work at heights and work inside confined spaces is encountered in this position.

Pay Range: USD, Commensurate with Experience

Industrial Compliance Specialist II: $65,482 - $81,854

Industrial Compliance Specialist III: $72,701 - $90,875
