Position Summary

The Finance Manager oversee and supervises the City's payroll function. This position entails staying informed and ensuring compliance with relevant payroll laws and regulations. The Finance Manager is tasked with conducting research and analysis, providing consultation, and making recommendations to the Finance Director regarding the delivery of payroll programs, policies, and improvements to the payroll system. The new Finance Manager must apply accounting principles and practices to guarantee accurate disbursements of funds for salary and benefit payments. A commitment to the integrity and accuracy of the City's financial operations is crucial. Financial Services takes pride in being responsive to all inquiries, with the Assistant Finance Director leading a customer service-oriented team.

Minimum Qualifications


  • Bachelor's degree in Accounting or business-related major from an accredited college or university; Master's Degree is highly preferred.
  • Five (5) years or more of payroll administration or accounting experience, including two (2) years or more of supervisory payroll experience directing a staff of clerical employees.
  • Governmental payroll experience is highly preferred.
  • Governmental experience and/or accounting course work is preferred.
  • CPA designation is desired.
