THE POSITION

DESCRIPTION OF WORK

As a County Fiscal Officer 1 within the Division of Drug & Alcohol, you will independently conduct accounting and budgeting duties for Delaware County Department of Human Services, Division of Drug and Alcohol Single County Authority. Specific job responsibilities include but are not limited to the following: preparation of monthly, quarterly, and annual reports for both federal and state agencies as well as for county management as required; serve as a liaison with independent auditors in relation to state and federally mandated audit requirements; and approve invoices from provider agencies for payment, and billing the Department of Drug and Alcohol programs and other governmental jurisdictions for funds. Excellent leadership and communication skills are essential, as you will be tasked with supervising a team of fiscal staff.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years as a Fiscal Technician and six college credits in accounting; or
  • Five years of bookkeeping experience and six college credits in accounting; or
  • Three years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; or
  • One year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
