Overview In accordance with IDA purchasing and property administration policy and procedures, this position is responsible for the day to day supervision of the IDA corporate purchasing department. Duties include direction and administration of all procurement activities, property control, shipment and receiving and stockroom unit functions for IDA (includes equipment, property and services), communication with and oversight of Buyers from IDA's offsite locations (CCS, CCR-L and CCR-P), and direct contact and interaction with outside auditors, vendors and IDA staff at all levels. Responsibilities
- Personnel Management
- Provides direct supervision to the IDA corporate purchasing staff and is accountable for maintaining the quality and efficiency of their work.
- Responsible for hiring, providing daily advice and guidance to staff covering a wide range of issues including work assignments, policies and procedures, standards, training and conflict resolution; responsible for staff performance appraisals. Also provides guidance and assistance to Buyers from CCS, CCR-L and CCR-P as appropriate.
- Procurement
- Responsible for maintaining IDA's CPSR (Contractor Purchasing System Review) approved status.
- Responsible for the purchase of items, materials, or services of a technical and specialized nature, as well as purchases of "off-the-shelf" types of standard and generally available items, materials, and services. Write, issues, and approves complex requests for proposals (RFP's) for technical and support services
- Performs and documents lease/purchase and make/buy analyses. Ensures adequate competition is available for all needs. Authorizes sole source/single source procurements as necessary.
- Ensures that all purchases conform to policies and procedures as outlined in IDA's Standard Practice Procedures for Procurement. Responsible for ensuring written policies and procedures are current with all FAR and commercial requirements.
- Reviews and approves all final purchase orders. Ensures compliance with all applicable regulations, procedures and practices.
- Reviews and documents all purchases requiring corporate approval for IDA offsite locations CCS, CCR-L and CCR-P.
- Responsible for management of all government and external auditor purchasing audits.
- Monitors all procurements for compliance with government mandated socio-economic programs and identification and selection of vendors to satisfy contract goals.
- Responsible for review of all procurement files and records to ensure compliance with corporate and government requirements.
- Maintains up-to-date knowledge of market and product developments in order to locate new sources of supply. Maintains up-to-date knowledge of market and product developments in order to locate new sources of supply.
- Property Administration
- Responsible for maintaining IDA's Government Property approved status.
- Responsible for management of all government property audits.
- Implements and administers the property control function to include receipt, maintenance, and disposition of all physical property at IDA, in accordance with applicable policies and procedures.
- Ensures that government property procedures for the control and disposition of government property are adhered to at all IDA locations. Responsible for ensuring written policies and procedures are current with FAR and commercial requirements.
- Maintains liaison with government property officials and other individuals knowledgeable about government property regulations.
- Establishes and ensures maintenance of property records including the accountability, location and movement of all IDA and government property.
- Responsible for complete and accurate inventory of all property.
- Stockroom
- Ensures appropriate levels of standard supplies are maintained; inventory control procedures are established and followed; and effective cost control measures are implemented as required. Maintains and updates automated chargeback system.
- Performs other duties as assigned.
Qualifications
- Bachelors degree in related field or equivalent, and eight (8) or more years progressively responsible experience in purchasing, property administration and negotiation. Two years of supervisory experience.
- Demonstrated ability to supervise a team of finance professionals.
- Knowledge of Federal Acquisition Regulations as they apply to government contractors.
- Knowledge of automated purchasing systems (Deltek preferred).
- Familiarity with current markets for ADP and office equipment and office supplies.
- Ability to analyze and evaluate proposals based upon current market data and trends.
- Ability to communicate effectively, both orally and in writing.
- Ability to obtain and maintain a security clearance is required.

Compensation: We support transparency, equity, and fairness in our compensation program and provide a reasonable estimate of the salary range based on data-driven market analysis for each position. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role is $108,232 - $173,171. Individual salary within this range will be commensurate with the incumbent's experience, unique skills and qualifications, and other relevant factors.
