JOB
SUMMARY
Accurately
and efficiently schedules personnel and equipment; controls and monitors transit operations using voice
and data communications.

ESSENTIAL
FUNCTIONS
Oversees
and manages transit system operations using the Advanced Communications System; manages transit
communications, radio calls, telephone calls, and messaging systems; responsible for initiating corrective action to
maintain transit schedules and verifying vehicle and system status; coordinates emergency/incident responses;
prepares dispatch sheets for Coach Operators and assigns appropriate buses; administers the Coach Operators
reporting process and ensures personnel is scheduled in accordance with the collective bargaining agreement
(CBA);
reviews and audits daily dispatch sheets for payroll; advises and assists Coach Operators with transfer
connections, traffic and route detours; verifies Coach Operator preparedness; processes Coach Operator personal
leave requests and other driver-related documents; maintains bulletin board; compiles data for reports; answers
phones; and serves as primary contact with Coach Operators.

KNOWLEDGE
& ABILITY
Knowledge
of transit operations, schedules, and routes; MST policies and procedures; provisions of labor
agreement; safety principles; training techniques; incident command system principles; federal and state safety
regulations; emergency response. Knowledge of policies and procedures related to dispatching vehicles and
operators; knowledge of forms, records and documents related to dispatching; provisions of the labor agreement
which affect the operating division; and vehicle operating schedules Demonstrate proficiency using voice and data
communications; troubleshoot and help to solve operations-related problems using the communications system;
provide assistance with a calm, measured disposition during difficult situations; direct a timely and appropriate
response for operational/customer problems; coordinate emergency/incident responses; multi-task, operating in
dynamic and fast-changing work situations; provide support to Operations Department staff; accurately schedule
personnel to ensure coverage of shifts and routes in accordance with collective bargaining agreements, MST
policies,
and procedures; obtain and maintain an active California Class C driver's license; read maps and provide
direction on vehicle routing; write clearly and concisely; sit and use communications equipment for extended periods
of time; demonstrate strong interpersonal skills and be a team-oriented worker; use word processing, spreadsheet,
and database programs; establish and maintain cooperative working relationships.

SKILLS
Operating
radio communications equipment; operating transit equipment and vehicles; use of Microsoft Windows-
based operating system and programs, including word processing, spreadsheet, and proprietary programs; proper
telephone and radio communications etiquette; technical writing and reporting, effectively communicating in
situations requiring tact and poise; establishing, promoting, and delivering excellent customer service.

MINIMUM
QUALIFICATIONS & REQUIREMENTS
Education
and experience equivalent:
* a minimum of one year of public transit experience, transportation or dispatch related experience and detail-
oriented office administrative work
* completion of two years of accredited college-level courses
* or any equivalent combination of education and experience which provides the desired knowledge, skills,
and abilities
* Maintain an active California Class C driver's license
* This position requires the performance of safety-sensitive functions
