The EMI Services Project Manager (PM) is responsible for overall contract performance and compliance. This is a senior-level position with a direct link to the customer and corporate leadership for contractual matters, including human resources and recruiting support, financial support, contracts and subcontracts, quality control, safety, environmental, and compliance. The PM establishes and maintains a professional working relationship with the government, facility tenants, vendors, and other stakeholders. The PM is responsible for daily operations and management of the entire program, as well as administrative duties associated with field operations, providing technical direction for work supervisors and on-site leads and their functional areas.

*This position is part time averaging 12-16 hours per week

Responsibilities
  • Manage, review, and update the Program Management Plan
  • Oversee daily operations of all Annexes and timely submission of all CDRLs and deliverables
  • Oversee planning, prioritizing, assigning, and reviewing of the facility maintenance program
  • Oversee development of schedules and methods for efficient janitorial support of the facility
  • Identify resource needs, coordinate with appropriate management staff and allocate resources accordingly
  • Develop, implement and monitor operational goals and objectives as well as policies and procedures
  • Monitor expenditures and prepare cost estimates and justification
  • Monitor, control and order supplies and equipment including FFP Materials, Equipment, Tools and ODC's
  • Manage all contract actions to include
    • Modifications and execution of contracts
    • Subcontracts with vendors/suppliers
    • IDIQ development, submission, pricing, and negotiations
  • Work with the Quality Control Manager and Safety/Environmental Manager to organize preventative maintenance and safety inspection programs for facilities and equipment
  • Attend and participate in professional group meetings
    • maintain awareness of new trends and developments in the field of facility maintenance
    • incorporate findings and new developments as appropriate into programs
  • Review and Approve manpower reporting and payroll to include budget development and submission, including subcontractors
  • Ensure compliance with Base, State and Federal (including OSHA) regulations, including vendor/subcontractor work and employees
  • Policy development and enforcement at the site level.
  • Participate in CBA negotiations, management and associated reporting
  • Oversee Human Relations and security operation function ensuring balance between best interest of company and employee needs, including recruiting, hiring, terminations, disciplinary, benefits oversight and security actions, and compliance with legislation and government policies such as the Affordable Care Act, State and Federal Unemployment Regulations, USERA, etc.
  • Establish and manage work control processes, supply procedures, and deliverables processes
  • Management, oversight, and responsible use of all government property
  • Manage vehicle registrations/repair/fuel/insurance and mileage tracking, even if government provided
  • Train or coordinate training in facility maintenance and safety methods, procedures and techniques
  • Perform other related duties, as assigned
  • Bachelor's Degree or equivalent experience
  • Minimum of 8 years of recent experience as a PM (or equivalent) on BOSS contracts on military bases (or other government campus)
  • Top Secret Clearance
  • Valid driver's license
  • Pass a pre-employment drug screening and background check
  • U.S. citizenship to obtain and maintain access to military installations
