JOB SUMMARY The Health & Safety Specialist reports directly to the Clear Lake HESQ Loss Prevention Manager and provides day-to-day health and safety support for plant operations, oversight, guidance and support for H&S related programs and protocols at the site all with the goal of ensuring compliance with all Local, State and Federal regulations and company policies. Position could serve as primary site health and safety resource for major projects for Clear Lake. For punctual need, position also acts as a SME for Corporate Health and Safety networks, including Coatings Solutions. The position requires direct interaction with other company and contract employees to exchange information and ideas directly related to the success of the plant and Acrylics business unit. The position has no direct reports. The Operations and Maintenance Health & Safety Specialists are the designated backups for this role in the organization. The Health & Safety Specialist provides day-to-day support to all plant personnel to ensure the safe, compliant, efficient and reliable operations of the Clear Lake Plant. The Clear Lake Plant operates continuously (24/7) and has an annual Acrylic Acid production capability of 270 kT. Finished products are Glacial Acrylic Acid, Butyl Acrylate and Methyl Acrylate. About 130 direct Arkema employees works within the Clear Lake plant and about 65 to 200 contractors depending on projects and turnarounds. All together, they represent about 35,000 to 50,000 worked hours worked monthly. ESSENTIAL DUTIES & RESPONSIBILITIES CORPORATE INTERFACE: 20-25%
- Acknowledge new or updated Corporate procedure and support the roll out within the Clear Lake plant.
- Drive main Corporate programs (Roofs work, LoToTo, SWAT, Machine Guarding, Fit for Duty, Walk-The-Line, ...). Identify gaps with these programs and recommend solutions. Ensure the site is compliant with these programs.
- Serve as Atlas (HES It Tool) key user for the Clear Lake site.
- Manage SDS and CAP for the Clear Lake plant.
HEALTH: 20-25%
- Assist with medical case management and timely reporting of injuries.
- Coordinate Industrial Hygiene (IH) noise & chemical monitoring activities. Own the plant Industrial Hygiene Plan.
- Manage the Occupational Risk Analysis (ORA) for the plant in Starmap. Perform and update job health and safety assessments utilizing the Starmap Tool.
- Acting plant asbestos program manager.
- Main point of contact on "Fit for Duty"
GENERAL OCCUPATIONAL SAFETY: 35-45%
- Provide RCI support for Health & Safety incidents by helping gather evidence, participating in investigations, and completing follow up actions in a timely manner.
- Provide safety oversight and issue resolution for major projects and turnarounds.
- Maintain and improve the site's Safety policies/procedures. Ensure alignment with Corporate policies.
- Serve as a Safety Approver for Management of Change (MOC) Reviews and highlight actions needed to comply with plant policies.
- Attend and support the shift supervisors during the safety daily morning meetings.
- Identify and complete actions to promote a better safety culture and field presence (ex: ensure and coach on how to improve reporting, organize spot safety competitions or awards, ...)
- Support the plant in term of case management as needed.
SUPPORT THE OPERATIONS, HES SPECIALIST, AND THE SR MAINTENANCE HES SPECIALIST: 20-25%
- Use his/her experience to serve as a support for the Clear Lake HES Specialists
- Serve as a SME and coach for all employees of the plant in relation to H&S topics
- Serve as a back-up for the Operations HES Specialist and Sr. Maintenance HES Specialist, specific duties include:
- Update the site's PPE grid as needed to ensure employees have the right PPE for each task. Audit in the field to ensure compliance.
- Audit SWP's weekly and provide field support to ensure alignment with plant policies. Highlight any consistent gaps or trends in adhering to the policies, and work with supervision to address them.
- Train, review and approve Operator qualifications for Safe Work Permit (SWP) Issuers, High Energy Hot Work Issuers and Confined Space Issuers.
- Drive active use of the Behavioral Based Safety (BBS) observation program, and coach other employees to ensure observations are of high quality. Perform weekly observations, with a focus on high-risk activity.
- Assist in development of hazard analysis for Line & Equipment Opening (LEO), and in determining effective mitigations when needed (LEO Escalation).
- Assist in setting the housekeeping standard for the plant. Audit work areas weekly and provide timely feedback on any deficient conditions so they are promptly addressed.
- Provide support for maintenance contractor pre-job safety reviews as needed.
- Track and report contractors' performance
- Be the point of contact for security topics
- Offer H&S support to BU/admin employees
- The Health & Safety Specialist is also the main auditee for all the above topics during internal and external audits for the Clear Lake plant (ISO, AIMS, OSHA...)
- Performs other duties as assigned.
- In the Health & Safety Specialist's absence, the Operations and Sr Maintenance Health & Safety Specialists or the Environmental Specialist will serve as backup.
The Environmental & Safety Specialist...
- Has minimal (<5%) travel obligations - both domestic and international.
- Supports the site HES policy and complies with all regulatory and internal requirements.
- Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.).
- Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents.
- Understands and supports the Clear Lake Facility Acrylic Monomers HSE2Q Commitment.
- Has a basic understanding of Quality Management System to be able to support internal and external audits
MINIMUM QUALIFICATIONS AND EDUCATION REQUIRED Minimum Years of Experience
- Minimum of 5 Years of plant operations experience with understanding of environmental and safety processes and hands-on experience in environmental and safety compliance activities.
- Additional experience of hands-on health and safety experience, more specifically on rolling out corporate programs
Education and Area of Focus Bachelor degree Competencies - Knowledge Skills & Abilities
- Must have excellent verbal and written communication skills and the ability to effectively interface with and manage contract service providers. Must be comfortable and proficient with computers and computer systems.
- Proven ability to work effectively in a team, on a project, etc.
- Good verbal and written communications skills to communicate effectively with the hourly workforce, the plant day staff, contract employees, and other plant and company leaders.
- Ability to prioritize work and meet deadlines.
