Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and one year of full-time experience performing statistical analysis; examining criminal history and/or biometrics information; performing program audits and/or training; or performing criminal justice communications work.

Substitution of Experience for Education: Qualifying full-time experience performing statistical analysis; examining criminal history and/or biometrics information; performing program audits and/or training; or performing criminal justice communications work may be substituted for the required education.

Necessary Special Qualifications:

  1. Must be a citizen of the United States;
  2. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
  3. Complete a criminal history and background disclosure form in a manner approved by the appointing authority and agree to release all records involving any criminal history or necessary records to the appointing authority;
  4. Be subject to an intense background investigation in a manner prescribed by the appointing authority, which includes but not limited to a check of State and Federal criminal records, driving history, social media accounts, credit check, education, military, previous employment, drug use, and reference verification.

Overview

This classification trains criminal justice and non-criminal justice agencies on CJIS database usage and compliance with CJIS Security Policy. This classification conducts audits to ensure data accuracy, completeness, and adherence to reporting requirements; manages data requests and reporting for leadership; and monitors system functionality. This classification performs responsibilities at the entry/training level under the direct guidance of a supervisor. This series has second, third, and fourth levels that function at a more complex capacity.

* An applicant appointed to this Career Path series will be reclassified to the next higher class in the series after successful completion of a mandatory probation period; `unacceptable' or `needs improvement' performance during the probation period will result in automatic demotion or termination.

Responsibilities

  1. Trains local criminal justice and non-criminal justice agencies on queries, data entry, and rules and regulations of CJIS database usage [e.g., Peak Performance, National Crime Information Center (NCIC), National Instant Check System Indices (NICS), Tennessee Information Enforcement Systems (TIES), Tennessee Incident Based Reporting System (TIBRS), Flex-Check, Automated Fingerprint Identification System (AFIS/Livescan), etc.] to ensure compliance with Tennessee Bureau of Investigation (TBI) and FBI CJIS Security Policy. Trains local criminal justice and non-criminal justice agencies on TBI and FBI required training and provides specialized training requested by an agency (e.g., Terminal Agency Coordinator (TAC) and Records Agency Coordinator (RAC) Orientation, Basic NCIC Class, RAP BACK Training, TIBRS Training, Livescan Training, Criminal Records Training, etc.).
  2. Audits local criminal justice and non-criminal justice agencies to ensure that data, entries, and queries that are submitted in CJIS databases are in compliance with TBI and FBI CJIS Security Policy. Audits incident reports to ensure completeness and accuracy of TIBRS reporting requirements. Audits Tennessee criminal history record information, diversion, fingerprint arrest information, and expungement orders to ensure completeness and accuracy of criminal justice information (CJI).
  3. Generates data requests, publications, and newsletters for public release (e.g., Crime in Tennessee, Crime on Campus, and Law Enforcement Related Deaths, etc.). Compiles criminal justice information metrics for grant reports, monthly CJIS unit metrics reporting, and TBI executive leadership inquiries.
  4. Monitors CJI Systems and software for proper functionality and notifies the appropriate internal or external vendors or entities to resolve issues and restore system functionality.
  5. Produces and maintains training materials and audit questionnaires to communicate updates and relevant information.
  6. Collects, processes, and archives local criminal justice and non-criminal justice agency paperwork to meet TBI requirements and maintain agency contact information (e.g., User Agreements, Memorandum of Understanding (MOU), Management Control Agreements, Terminal Agency Coordinator Appointment Forms, AFIS Interface Authorization Form, Point of Contact Information Forms, etc.). Enters information into appropriate CJIS databases to maintain updates.
  7. Provides agency support to address and resolve concerns related to fingerprint and complex criminal history information.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver's license
  • For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations.
