DESCRIPTION OF WORK

In this role, you will act as the Surface Permitting Section Chief within the Southwest District Oil & Gas Operations office. Your primary responsibilities will include supervising staff by effectively organizing, prioritizing, and delegating tasks to ensure timely completion in line with the established priorities related to Chapter 102 and Chapter 105 permitting and program implementation for Oil & Gas operations. You will review the work of subordinate staff to ensure compliance with relevant policies, procedures, and applicable laws, rules, and regulations. Additionally, you will assign applications to permit reviewers to maintain an equitable workload distribution, evaluate the Record of Decision (ROD) while providing recommendations to the Program Manager, and propose new General Permits (GP) aimed at reducing workload and enhancing processing efficiency. It will be essential to manage the permit process within your section to meet established goals and objectives while adhering to Standard Operating Procedures (SOPs). Furthermore, you will guide the engineering and scientific staff regarding the conclusions and recommendations presented in their work products.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years as an Environmental Engineer or an Air Quality Engineer (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of professional engineering experience in environmental protection or in environmental project development, design or construction.

Special Requirements:

  • This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a valid Professional Engineer license issued by the applicable licensing body of another state.

Conditions of Employment:

  • This position requires possession of a valid PA non-commercial Class C driver's license or equivalent.
Post Employment Requirement:
  • Successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer license issued by Pennsylvania within their initial six month probationary period.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
