Job Description

Directs, plans, organizes, and evaluates the staff and activities of the department. Responsible for partnering with functional leadership to align business with strategic direction for technology design and rollouts. Develops and implements cost-effective systems and solutions to meet strategic, operational and organizational needs. Demonstrates familiarity with management of the development life cycle for major initiatives pertaining to business requirement gathering, business to technical specification documentation, testing plan development, and strategic deployment considerations.

Job Responsibility




  • Leads a Product Services & Management group by communication with and developing staff members, and building consensus for programs and goals that support a business, function or geographic area.
  • Develops and articulates a short-term strategic vision for areas of responsibility.
  • Selects, develops, manages, and evaluates direct reports; oversees the selection, development, management, and evaluation of indirect reports Designs, develops, and implements cost-effective systems and solutions.
  • Is a key Stakeholder in system-wide software selection processes; collaborates with peers and the leadership in strategic planning sessions to analyze new governmental, collective bargaining, strategic, and internal requirements.
  • Monitors program delivery to ensure deadlines are met; ensures application requirements are translated accurately into proposals and functional specifications.
  • Ensures data is accurately maintained and available in a forum that is clear, concise, useful, and timely; initiates periodic audits and reviews, as needed.
  • Works collaboratively with the manager in the coordination and implementation of annual open enrollment procedures, across the board increases, performance appraisals, self-service, and other initiatives.
  • Works collaboratively with managers to assesses and prioritize system support requests; allocates internal and external resources such as Information Technology, consultants, system vendors, and third-party administrators.
  • Liaises with leadership and third party consultants (e.g. Allscripts) on an ongoing basis; builds and maintains exceptional inter/intra departmental and vendor work relationships to optimize operations.
  • Demonstrates comprehensive understanding of all data and system interconnects, including cause and effect of data modifications; maintains department software, system applications, and data to ensure highest quality standards are met.

Job Qualification




  • Bachelor's Degree required, or equivalent combination of education and related experience.
  • 8-12 years of relevant experience and 7+ years of leadership / management experience, required.
