Position Description

There are seven (7) Engineering Tech III positions available and the working description along with special skills required for each are listed below:
Traffic and Parking Services (3 positions)
Participate and supervise Engineering Technicians engaged in civil engineering work in the field and office. The Traffic and Parking Services Division's construction inspectors oversee the installment of traffic signals, lighting, signing, and striping. A second traffic position could involve evaluation and issuance of right-of-way closure permits and establishment of detour routes during construction for vehicles, pedestrians, transit and bicyclists. Create punch lists and as-builts. Review as-builts prepared by the inspectors Manage utility underground locates for Traffic infrastructure in active construction areas.
Transportation Engineering and Design (Design) (1 position)
Assist Engineers and Engineering Technicians in project support and design using MicroStation. Provide assistance to Engineers and Technicians in various aspects of Capital Project delivery such as cost estimating, field verification and report writing.
Transportation Engineering and Design (Environmental and Construction) (1 position)
Complete inspections, and sample collection during investigations and on construction projects, and prepare detailed notes of observations. Collect and test construction materials (concrete, asphalt, or soil). Act as City Representative with outside contractors and other departments. Assist Engineer with data analysis and report preparation. Provide assistance to Engineers and Technicians in various aspects of Capital Project delivery.
Transportation Engineering and Design (Bridge Group) (1 position)
Perform construction contract administration duties including preparation of partial payments and change orders. Provide assistance to Engineers and Technicians in various aspects of Capital Project delivery.
Transportation Engineering and Design (Right of Way Management) (1 position)
Primary duties will be to perform inspection and investigation work related to assigned engineering projects to evaluate conditions of ADA pedestrian ramps, sidewalks, and roadways. Make recommendations for repairs and/or replacement when needed to ensure safety and compliance of existing/proposed infrastructure in the right-of-way. Assist with review and inspection of private development projects in Minneapolis related to the right-of-way. Assist Project Manager and Technicians with data analysis, contract management, and permit review.

Job Duties and Responsibilities

Allocate job assignments to Engineering Technicians on various Projects. Work closely with Project Managers, and Engineers to provide support through the life of the project.
* Execute administrative duties related to the supervisory role, examples might include progressive discipline, hiring, mentoring and development and performance reviews of direct reports.
* Oversee (and work on) the production of engineering designs, construction site plans, specifications and repair and/or replacement plans for City owned facilities using computer assisted design software.
* Oversee and complete work on as built drawings and specifications of completed construction and renovation projects to ensure high quality records for future reference.
* Make calculations for a variety of purposes including - construction cost estimation, budgets and in doing survey and measurement work.
* Oversee and assist in the preparation of requisitions and related documents when given parameters for various projects as assigned.
* Perform survey work on proposed construction or repair sites or at completed project sites so that plans and as built records are accurate.
* Monitor and perform inspection and investigation work related to assigned engineering projects to evaluate conditions of structures, roadways, bridges, sanitary and storm sewers, etc. and to recommend repairs and/or replacement when needed to ensure safety of existing structures.
* Meet with representatives of various organizations that have authority and/or involvement with construction and repair site plans to convey City policies, issues and concerns and report back to engineering staff when appropriate for direction and input (i.e. Minnesota Department of Transportation, Hennepin County, Utilities' Representatives, Architects, Contractors, etc.). Attend project construction meetings and communicate Traffic Department issues and concerns to the project representatives and vice versa.
* Perform inspection and monitoring of ongoing construction and repair projects to ensure adherence to approved plans.
* Assist in coordination of City work of Hennepin County, State of Minnesota, utilities, private contractors, etc.
* Assist with the preparation of detailed budget requests for construction and repair work activities, including considerable estimation work and preparation of forms and plans for state aide requests.
* May be responsible for the preparation of reports to structure owners for some non-City structures that fall under the jurisdiction of the City.
* Oversee and support capital project delivery in areas of design, construction inspection, and work in the public right-of-way.
* Review and provide recommendations on plans and specifications.

* Coordinate with representatives of various organizations that have authority and/or involvement with construction and repair site plans to convey City policies, issues and concerns and report back to engineering staff when appropriate for direction and input (i.e. Minnesota Department of Transportation, Hennepin County, Utilities' Representatives, Architects, Consultants and Contractors, etc.).
* Perform other work as assigned
Working Conditions: Combination of office and field. Typical work hours are 7:00 am-3:30 pm, and
may include overtime, longer weekdays, and Saturdays during the construction season. During the construction season, most of the work will be outdoors.

Required Qualifications

Minimum Qualifications: Eighteen months of post High School training in Civil Engineering Technology or equivalent training in Civil Engineering Survey work Minimum Experience: Three years of related experience performing civil engineering and related technical work Equivalency: An equivalent combination of education and highly related experience in a similar environment may be considered. Licenses/Certifications: Valid Driver's License.

Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100.00. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70.00 on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

* Ability to plan and carry out detailed assignments and investigations, and to put together civil engineering and statistical data.
* Some positions require knowledge of and ability to perform modern survey work.
* Strong written and verbal skills and ability to produce reports.
* Experienced with Gopher State One Call processes and procedures.
* Knowledge of GIS, Autocad/Microstation and Cartograph is preferred for some positions.
