Position Overview:

We are seeking an experienced Project Manager to serve under a federal IT contract. The Project Manager will be responsible for leading IT service management, project planning, and execution activities aligned with client's objectives. This role requires strong leadership, organizational, and stakeholder communication skills to ensure seamless execution of technical projects and alignment with federal IT frameworks.

Key Responsibilities:



  • Manage end-to-end project lifecycle, including planning, execution, monitoring, and closing phases.
  • Lead project teams, ensuring scope, budget, and timeline adherence for IT infrastructure, cloud services, and software development efforts.
  • Develop and maintain project schedules, risk assessments, and resource allocation plans using industry-standard tools such as JIRA, Microsoft Project, and ServiceNow.
  • Facilitate integration efforts across IT systems such as Microsoft 365, Cisco UCS, NetApp storage solutions, VMware virtualized environments, and enterprise cloud platforms.
  • Implement IT Infrastructure Library (ITIL) best practices in service management and project execution.
  • Coordinate technology upgrades, migrations, and patch management schedules to ensure system stability and compliance with NIH security policies.
  • Support disaster recovery and business continuity planning by managing VMware Site Recovery Manager (SRM) failover protocols and NetApp SnapMirror replication configurations.
  • Oversee compliance with IT governance standards, including Capital Planning and Investment Control (CPIC) and Enterprise Performance Life Cycle (EPLC) methodologies.
  • Ensure adherence to Earned Value Management System (EVMS) requirements, preparing and submitting financial reports for OMB compliance.
  • Facilitate collaboration between IT service teams, end-users, and NIH stakeholders to align project deliverables with mission objectives.
  • Monitor Service Level Agreements (SLAs) and ensure process improvements for service delivery efficiency.
  • Maintain project documentation, including Standard Operating Procedures (SOPs), technical reports, and compliance assessments.
  • Participate in vendor coordination and acquisition planning for IT procurement and asset management.


Requirements:



  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field.
  • Minimum of 8 years of experience in IT project management, preferably within a federal agency or government contracting environment.
  • PMP Certification (required).
  • Demonstrated expertise in managing IT service projects, infrastructure upgrades, and business process improvement initiatives.
  • Experience with Agile methodologies and SCRUM workflows.
  • Strong understanding of IT procurement, budgeting, and compliance frameworks within federal IT programs.
  • Proficiency in project management tools such as JIRA, Microsoft Project, and ServiceNow.
  • Ability to collaborate with diverse stakeholders, including government officials, technical teams, and business process owners.


Preferred Qualifications:



  • ITIL Foundation Certification (preferred).
  • Experience with NIH systems and IT governance frameworks.
  • Familiarity with cloud services, virtualization technologies, and cybersecurity compliance.


Compensation and Benefits

The projected compensation range for this position is $160,500 to $195,000 per year benchmarked in the Washington, D.C. metropolitan area. The target salary is $175,000. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
