Position Description

The Senior Information Technology Program Manager is responsible for leading, managing, and overseeing all IT projects that are connected to the City of Minneapolis Settlement Agreement with Minnesota Department of Human Rights (MDHR). This position will be expected to develop and execute an IT program roadmap that supports compliance with the MDHR Settlement Agreement with stakeholders from IT, the Minneapolis Police Department, other City departments, and the independent evaluator. This role involves coordinating IT initiatives that enhance data transparency and compliance monitoring in relation to the MDHR Settlement Agreement. We are looking for someone who can build bridges and communicate effectively with public safety departments and oversight bodies. Some of the projects that will interact with this program include implementation of a public safety data modernization project, implementation of an Early Intervention System, improving transparency platforms and open data, and updating MPD systems to be in compliance with the MDHR Settlement Agreement.
Salary
Anticipated starting salary range is :
$114,326.00 - 153,209.00 / annually, depending on qualifications.
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

- Provide leadership for the program(s), including promoting the program vision by maintaining alignment of the program vision with the sponsoring organization's vision, mission, principles and values.
- Build an environment of confidence and trust within the program by treating stakeholders fairly and equitably, facilitating open discussion, managing differences constructively, attending to issues and concerns in a timely manner.
- Develop the potential of program staff by establishing individual behavior expectations for program team members and by ensuring program roles are defined, documented, communicated, assigned and agreed to.
- Analyze program objectives to identify relevant stakeholders (internal and external), making sure that their interests are identified and documented, incorporated into program decisions and that competing or conflicting interests are addressed, negotiated and resolved.
- Solicit stakeholder communication needs (method, content, and timing) to develop a communication plan, and make sure the plan is operated and maintained through the life of the program.
- Develop and implement approaches to influence ongoing stakeholder commitment. Take action to accommodate differing stakeholder interests and expectations. Ensure evolving stakeholder interests and expectations are shared across the program
- Ensure the desired future state is defined and agreed to by pertinent stakeholders and monitor and evaluate internal and external program contexts for circumstances that may require changes to the desired future state.
- Shape and sustain technology and data governance efforts around the MDHR Settlement Agreement.
- Ensure that short and long-term benefits and trade-offs are defined and communicated to pertinent stakeholders, and that benefits are reviewed and confirmed or updated throughout the program, and that variances in delivery of expected benefits are addressed.
- Work with relevant stakeholders and attorneys to identify and comply with all legal and regulatory requirements that apply to program implementation and/or outcomes.
- Consult with relevant stakeholders to analyze, identify, document, prioritize, and manage program risks, including risks related to contracts. Negotiate and document agreed risk responses and mitigation plans. Monitor risks and regularly assess program status to identify and address emerging risks.
- Develop, implement and maintain program plans. Make sure agreement on desired outcomes, and program success criteria are negotiated and agreed to by all relevant stakeholders. Make sure assumptions, constraints and exclusions are identified and documented, the plan is defined, and that the plan is agreed to by all relevant stakeholders.
- Monitor, evaluate and control program progress and performance. Make sure program performance is measured, recorded, evaluated and reported against baselines. Review completed work items to make sure completion criteria are met. Take corrective action as needed to meet program success criteria.
- Prepare materials for presentations to keep elected officials, executives, managers, City staff and the public fully informed about program status and expected outcomes.
- Manage solution acceptance. Make sure that solution requirements and desired characteristics are solicited from, documented and agreed to by relevant stakeholders. Monitor for and address variance from agreed characteristics. Document, evaluate and address requests for changes to the agreed solution scope with change control processes for the program. Evaluate end results to make sure they satisfy requirements and match the most recent agreed-to characteristics. Oversee transfer and acceptance of solution deliverables to stakeholders.
- Manage Program Closure. Make sure all issues are resolved, all solutions have been successfully transferred to operations staff for maintenance and support, program billing and invoice payments are in accordance with purchase agreements, lessons-learned process-feedback has been analyzed and recorded, and that program records are finalized to "as-built" state, signed off, and stored in compliance with department retention procedures.
- Develop and maintain a clear plan for implementing organizational changes of the program, ensuring any gaps or challenges in achieving the desired improvements are identified and resolved.
- Serve as a program management team lead. Assist the PMO Manager to develop methods and metrics for evaluating and measuring program performance, and to capture lessons learned for continuous improvement of the program and project management practice.
- Assist PMO with recruiting, training, mentoring, conducting performance reviews and creating employee development plans.

MINIMUM EDUCATION: Bachelor's Degree in Computer Science, Information Technology, Management, Software Engineering, Project Management, Business, or Process Engineering, or equivalent MINIMUM EXPERIENCE: Eight years of experience managing progressively larger and more complex projects and programs with a strong multidisciplinary background, program management best practice, contract negotiation, and business change management, preferably in the public sector. An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge, Skills and Abilities

- Advanced degree or graduate level coursework is highly desirable.
- Considerable knowledge of project management best practice, methodologies, success factors, tools and techniques, with regard to information technology program management.
- Considerable knowledge about laws and regulations covering use of information technology, especially the MN Government Data Practices Act (MGDPA), as it relates to achieving compliance with the MDHR Settlement Agreement.
- Considerable knowledge of the principles of government administration, and policies and practices around procurement procedures and budgeting.
- Considerable knowledge of methods and practices for facilitating organizational change.
- Working knowledge of computer software and information systems used to facilitate program management.
- Ability to develop long range plans and create and implement innovative processes and procedures to achieve goals.
- Ability to lead and oversee the work of others.
- Ability to coordinate resource planning and competing priorities when managing multiple projects or sharing resources with other project and program managers.
- Ability to mentor and motivate program team members and use positive feedback to ensure work product quality.
- Ability to negotiate and make difficult decisions on process and policy decisions related to the program.
- Ability to write clear and concise documentation and reports on complex technical and program execution topics.
- Ability to interpret and explain information technology, legal and policy requirements clearly and in non-technical language.
