Primary Purpose of Department |
Based on the established Early Educator Support Office Framework, approved by the North Carolina State Board of Education (
NCSBE), the purpose of this program is to manage and expand the infrastructure for a statewide system of professional development and support to early childhood educators, with or eligible for a North Carolina Birth-through-Kindergarten license, in nonpublic sites, thereby increasing local and state capacity to effectively provide services to all eligible teachers. The program will ensure that all aspects of the services established under the Framework are delivered in the designated region of the State, for eligible teachers in that region: those employed in nonpublic schools that hold, or are eligible for, the NC Birth-through-Kindergarten License (NC Pre-K, NC Developmental Day, and Child Care). In order to receive services, teachers must be enrolled with Early Educator Support program. All processes and procedures established under NC State Board of Education policies must be implemented. |
Primary Purpose of Position |
The Quality Assurance Lead will lead the work of establishing quality standards for the work of mentors and evaluators, the development of tools to ensure reliability, and the design and implementation of inter-rater reliability studies. This position will provide leadership to a full team of mentors and evaluators, including partners, who are responsible for mentoring and evaluating lead teachers who hold or are eligible to hold a North Carolina Birth-through-Kindergarten License and who are employed by nonpublic schools: NC Pre-Kindergarten and NC Developmental Day, Child Care. This position is responsible for maintaining consistency of procedure and information delivery, providing an effective communication structure between the state/regional offices and the field to ensure delivery of the same message to all evaluators, mentors, site administrators and partners, and ensuring shared collaboration throughout the state. The Quality Assurance Program Lead will provide mentoring and/or evaluation services to teachers. |
Summary of Position Responsibilities |
The Quality Assurance Program Lead:
Leads, inspires, and sets a high standard of excellent practices through development of inter-rater reliability studies and by serving as a liaison between the
UNC Charlotte
EESLPD Office and the evaluator/mentors, including partners, in assigned Region. |
Minimum Education/Experience |
Master's degree in education with a concentration in early childhood education, child development, human development/family studies, special education, curriculum and instruction, or related field with additional focus on quality, reliability, statistics, conducting educational research, etc. A minimum of 3 years of progressive, successful experience as an early childhood leader at the local, regional or state level. Equivalent education and experience may be considered. |
Preferred Education, Knowledge, Skills and Experience |
- Professional Knowledge - In child development and application of theory; adult learning theory and evidence-based practices in designing and delivering effective professional development; NC Professional Teaching Standards; NC Department of Public Instruction's Educator Effectiveness System; NC Foundations for Early Learning and Development; NC Pre-K and Developmental Day Program Requirements; NC State Board of Education Teacher Licensure Policy: Beginning Teacher Support Program; NC Department of Public Instruction's Mentor Standards and knowledge about NC educator licensure requirements.
- Knowledge of the EESLPD Framework (procedures, guidelines and implementation) is preferred.
- Technical Knowledge: Ability to use the NC Department of Public Instruction's Home Base/NC Educator Effectiveness System, database spreadsheets, Power Point presentations and Blogs.
- Skill for using technology and computer in daily work with teachers and colleagues.
- Strong oral and written communication skills- Ability to nurture, listen, guide, coach, support adults and build on strengths.
- Exceptional interpersonal skills - Ability to actively participate as a member of a mentor-teachers-evaluator team and a regional structure to meet program goals.
- Teamwork is essential to this position. Building collaborative partnerships - with site administrators and technical assistance professionals across sectors to support coordination of effective mentoring, coaching and evaluation of teachers being served.
- Ability to facilitate Professional Learning Communities - effectively support evidence-based teaching practices resulting in positive outcomes for children.
