The Unit Information Security Liaison Manager (UISL-M) works collaboratively with campus Units and the central Information Security Office (ISO) to establish, maintain, and evolve a strong and adaptive security posture in accordance with UC and UCD policies and regulatory requirements.
Under the general direction of the Deputy Chief Information Security Officer (DCISO), the UISL-M provides leadership in managing a diverse team of Information Security professionals who support both the campus-wide information security program and individual campus Units' security initiatives. This role is responsible for training and managing staff, setting stringent performance and security goals, coordinating activities to achieve organizational objectives, monitoring progress, participating in strategic planning, and developing and managing budgets to ensure the efficient operation of the Liaison team. Given the large number of campus Units and their diverse security needs, the UISL-M
oversees a complex and broad portfolio of security solutions and risk management strategies tailored to Unit-specific cyber security challenges.
Serving as an advocate and strategic partner for campus units, the UISL-M works closely with the Chief Information Security Officer (CISO) and Deputy CISO (DCISO) providing debriefings on current and emerging information security matters within the Units, assessing the effectiveness of the information security programs, recommending improvements and the adoption of new procedures and technologies as needed and advocating for the security needs of campus units. Additionally, the UISL-M represents the ISO on campus and system-wide committees focused on developing broad information, privacy and security policies, standards, and best practices, ensuring information and guidance from the ISO are effectively communicated to campus units and leadership.

Qualifications
Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
- Bachelor's degree in a related area and/or equivalent experience/training.
- Minimum of 4 years of experience working in the information security, information technology, or risk management fields with at least 2-4 years in a program leadership or managerial role of highly technical staff.
- Experience building and maintaining strong client relationships, meeting expectations with quality and timely work, fostering cohesive, collaborative teams, and leading change management initiatives.
- Experience working with industry security standards, frameworks, regulations, and best practices.
- Experience conducting risk assessments, developing mitigation plans, and delivering detailed status reports.
- Experience managing multiple projects and technical staff under strict timelines in a demanding/dynamic environment, working with highly confidential information.
- Interpersonal, verbal and written communication skills to effectively interact and collaborate with all hierarchical and technical levels.
Preferred Qualifications
- At least one professional certification (e.g., Certified Information System Security Professional (CISSP), Certified Information System Security Manager (CISM), Certified in Risk and Information Systems Control (CRISC), or similar certification).
- Experience in higher education, government, research, or the public sector.
- Experience in finance/budget/resource management.
- Experience with academic health and clinical systems.
- Experience with machine learning and artificial intelligence.
- Experience conducting risk assessments and developing mitigation plans.
- Experience reviewing attestation reports (e.g., SOC 1/2), certifications, security testing reports, etc.
- Implementation level knowledge of information security standards and frameworks (e.g., ISO/IEC 27001/27002, PCI-DSS, NIST Cybersecurity Framework, FedRAMP, etc.)

As a member of the ISO leadership team, the Unit Information Security Liaison Manager (UISL-M) is responsible for managing a team of Information Security Analysts who support campus-wide and unit specific security initiatives, ensuring effective implementation of and compliance with security policies, risk assessment and coordination of incident response activities. This role ensures that campus unit security initiatives align with university-wide security objectives, policies, and best practices. In providing leadership, strategic planning, and oversight of IT security personnel, this position functions with a degree of autonomy, utilizing critical thinking and judgment to make independent decisions while maintaining or preserving confidentiality when required to do so.
