Primary Function: The Assistant Registrar for Compliance and Reporting is responsible for several complex functions essential to the operational success of the Office of Records and Registration. The Assistant Registrar for Compliance and Reporting will serve as the college's primary liaison to the National Student Clearinghouse (NSC), managing all aspects of data submission, reconciliation, and compliance monitoring related to student enrollment and degree status. As needed, the Assistant Registrar will collaborate closely with Information Technology Services (ITS) and will troubleshoot system issues and lead data integrity initiatives. Additionally, the position has primary responsibility for developing operational and strategic reports and dashboards, while serving as a member of the college's report writing and data governance groups. Furthermore, the Assistant Registrar will serve as a functional lead for the implementation and testing of new technologies/current technology releases that impact the functions of the Records Office. This role requires strong attention to detail, analytical problem-solving skills, and the ability to execute sound judgement under limited supervision. As many tasks are situational and complex, the Assistant Registrar will often need to collaborate with external stakeholders, both within and outside of the institution, to effectively and accurately complete their tasks.

Responsibilities: (1) Lead day-to-day compliance with federal enrollment and degree reporting requirements under Title IV Federal Financial Aid by managing all aspects of the college's enrollment reporting to the National Student Clearinghouse (NSC); (2) Serve as the primary point of contact for the NSC; interpret and communicate new or revised requirements to relevant stakeholders; (3) Prepare and submit monthly uploads to the NSC; review and reconcile errors and warnings; ensure timely and accurate resolution; (4) Identify and evaluate potential compliance risks related to federal reporting and bring issues to the attention of the Registrar with recommended solutions or mitigation strategies; (5) Collaborate with the Information Technology Services (ITS) department to troubleshoot and resolve system issues within the Student Information System (SIS); (6) Serve as the lead on Registrar-related data cleanup efforts; (7) Maintain current knowledge of federal and state regulations, institutional policies, and best practices relevant to enrollment reporting and data compliance; (8) In partnership with the college's report writers team and under the guidance of the colleges' Data Governance Committee, act as the department's lead in the development of reports and dashboards to support strategic enrollment planning and operational needs; (9) In coordination with ITS, serve as the functional lead for the implementation, testing and deployment of new technology platforms/updates to existing platforms that impact the functions of the Registrar's office; (10) Remains competent and current through professional reading, engagement with peers, and participation in trainings and conferences; (11) Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with a highly diverse staff, student body, and community at large; (12) Supports the mission and strategic goals of the college through effective execution of assigned duties; (13) Performs other duties as assigned.

Organizational Relationships: (1) Responsible to the Registrar for performance of assigned responsibilities; (2) Collaborates with departments across the college as necessary to fulfill responsibilities and support institutional effectiveness; (3) Relates role to college goals and mission; (4) Liaisons with Information Technology staff.

Performance Standards: Performance in this position is considered satisfactory when: (1) Mutually agreed upon objectives have been attained within a specified time frame; (2) Responsibilities for the position have been carried out at a level consistent with performance objectives; (3) Effective cooperative relationships exist with the other members of the administrative team; (4) Leadership competencies are exhibited in a manner consistent with institutional norms such that positive team/employee relations are fostered and employee developmental needs are proactively addressed.

Qualifications: (1) Education: Attainment of a bachelor's degree from a Council for Higher Education Accreditation (CHEA) approved Institutional Accreditor college or university is required; master's degree is preferred. (2) Demonstrated Skills, Knowledge, and Abilities: (a) Experience interpreting complex laws, regulations, and policies and implementing processes to maintain compliance; (b) Demonstrated knowledge of Title IV regulations, National Student Clearinghouse enrollment reporting processes, and compliance practices is strongly preferred;(c) Exceptional reasoning, analytical, data management, and communication skills; (d) Effective decision-making skills; (e) Demonstrated ability to effectively translate data and business process needs between end users and system analysts/programmers; (f) Competency in the use of query tools and applications software; (g) Willingness and ability to learn quickly and adapt to new technologies, business processes and procedures; (h) Excellent communication and collaboration abilities across functional teams; (i) Ability to handle multiple priorities with accuracy and attention to detail in a fast-paced environment; (j) Ability to manage projects independently and meet deadlines; (k) High standard of professionalism and customer service to the public, students, faculty, and staff; (l) Knowledge of FERPA and ability to maintain confidentiality of student academic record information. (3) Experience: (a) Minimum of two years of experience in a student services office with an in-depth understanding of student records administration, or equivalent combination of education and experience; (b) Minimum of two years of experience in the development, maintenance, and utilization of comprehensive and complex student information systems (Workday preferred) or systems with a similar level of complexity; (c) Minimum of two years of experience with software and tools used for data analytics and visualizations (e.g., SQL, Power BI, Advanced Excel, etc.); familiarity with object-oriented databases is a plus; (d) Experience with research and data analysis is preferred; (e) Experience with compliance enrollment reporting and Title IV Federal Financial aid regulations is strongly preferred.
