Position: Senior Production Control Analyst

Summary: Sayres Defense is seeking a Senior Production Control Analyst to provide comprehensive engineering, production management, and acquisition analysis support to the U.S. Navy's Boats and Combatant Craft Program, including the 40' Patrol Boat (40PB) and the broader PMS 300/325 portfolio. This role emphasizes programmatic and analytical tasking in support of Navy stakeholders, combining technical expertise with structured data analysis to guide informed decision-making throughout the acquisition and production lifecycle. The analyst will support contractor execution by providing oversight, evaluation, and recommendations across technical, financial, and operational domains.

Key Responsibilities:



  • Conduct material inspections and readiness assessments of Navy boats and combatant craft at shipyards, OEM facilities, and fleet locations.
  • Provide updates to the government on builder warranty progress, providing detailed weekly reports with metrics on schedule, cost, testing, manning, and completion. Include photographic and analytical documentation.
  • Perform factory floor process reviewing, verifying and reporting on established quality assurance/quality control is being implemented and utilized.
  • Perform in-depth data analysis of production trends using historical and real-time contractor data to forecast issues, recommend corrective actions, and track resolution outcomes.
  • Participate in and support program and project reviews (e.g., IPRs, SPRs, Quarterly Execution Reviews), generating presentations, minutes, and briefing materials.
  • Review and interpret technical data packages, specifications, and contract documentation to verify alignment with program requirements.
  • Support program reporting requirements per Department of the Navy and Federal acquisition guidance.
  • Analyze and assess vendor/OEM compliance processes, identifying production deficiencies and supporting root cause analysis and corrective action implementation.
  • Provide technical evaluation of construction drawings, Engineering Change Proposals (ECPs), Requests for Variance, and systems integration (mechanical, electrical, navigation, and C4ISR).
  • Track and report program status across multiple performance domains, supporting IPTs and ensuring contractor execution aligns with Navy objectives.
  • Maintain inspection checklists, data repositories, and quality assurance tools tailored to small boats and combatant craft.
  • Provide decision support through analytical briefs and reports for Navy stakeholders, including PMS 325, PMS 300, PEO Ships, and NAVSEA.
  • Support Acceptance Trials, Pre-Delivery Inspections, Post-Delivery testing, and regulatory compliance across the acquisition lifecycle.



Qualifications:

Required:



  • U.S. Citizen with active Secret clearance (verifiable in DISS).
  • Minimum 10 years of experience in production management, systems engineering, data analysis, or acquisition support-preferably with Navy small boats or maritime systems.
  • Demonstrated experience analyzing and interpreting technical, financial, and programmatic data to inform recommendations and stakeholder decisions.
  • Familiarity with DoD and U.S. Navy acquisition regulations, quality standards, and cybersecurity frameworks.
  • Proficiency in evaluating program risk, contractor performance, and production health metrics.
  • Experience with high-speed naval platforms, patrol boats, RHIBs, and associated systems.
  • Ability to support and brief stakeholders at all levels of program execution.


Preferred:



  • Prior support to NAVSEA, PMS 325, PMS 300, or other PEO Ships programs.
  • Associate's degree in Engineering, Marine Technology, Data Analysis, or related experience in technical field.
  • Familiarity with Integrated Master Schedules (IMS), DoD program reporting systems, and data analytics tools.
  • Experience in military operations, terminology, and systems integration (C4ISR, mechanical, electrical).


Work Environment & Travel:



  • Travel up to 25% to shipyards, OEMs, test sites, and waterfront facilities.
  • Work may involve boat and shipboard access, confined spaces, ladders, or PPE in accordance with safety protocols.
