Responsible for the daily operations of the 340(b) program for Carilion Clinic. This includes: Disproportionate Share Hospital Entities, Critical Access Hospitals, Rural Referral Centers, FQHCs and Contract Pharmacy(s) for Carilion Clinic.With expected program growth, the 340(b) Program Manager may be responsible for supervising other members of the Carilion Clinic 340(b) Program support staff.
- Assists, coordinates and oversees internal and external 340(b) programs and activities and acts as a liaison for 340(b) related areas.
- Maintains and ensures program integrity with policies and procedures related to 340(b) integrity.
- Provides oversight, expertise and leadership across the Clinic for the 340(b) program.
- Develops and maintains internal and external relationships as needed for program integrity.
- Actively engages and interacts with senior leadership to maintain 340(b) participation.
- Assists with the 340(b) software management and maintenance as well as system-wide technology and/or IS management duties related to 340(b).
- Interviews, hires, develop, trains, and maintains on-going education and training for employees associated with the 340(b) program.
- Communicates with all staff to be ensured of clear understanding of the 340(b) program across Carilion.
- Participates in setting department goals and objectives within the framework of the 340(b) initiatives, evaluates effectiveness and implements changes to achieve desired outcomes. Develops action plans to meet established objectives and monitors progress.
- Participates in the analysis and interpretation of 340B pricing trends and the economic impact of new legislation which for budgeting purposes are translated to forecast future drug expenditures and savings.
- Oversees written communications, proposals, reports, policies and agendas related to 340(b) programs
- Uses continuous quality improvement methodology to lead and/or facilitate ongoing focus teams to improve work processes.
- Serves as a facilitator of 340(b) change processes, assuring outcomes consistent with department goals and objectives.
- Reviews and monitors points of service where 340(b) Drug Pricing Program and Patient Assistance Program.
- Collaborates with the finance department to monitor changes that could affect 340(b) program qualifications such as changes in the points of service position on the cost report, any changes in institutional ownership or related joint ventures and any variations or negative trends in DSH percentages.
- Monitors outpatient points of service to ensure maximum participation and integrity with the 340(b) program.
- Works with other 340(b) team members to develop and maintain policies, systems, and standards of practice to ensure appropriate documentation, implementation, and compliance with laws, regulations and 340(b) and Patient Assistance Program standards.
What We Require:
Education: Master's degree preferred. Bachelor's required in a related field or a plan in place to complete within 18 months.
Experience: 3-5 years' experience in a management role required.Previous management experience in a Healthcare organization is preferred. Previous experience in 340(b) or similar program required. Experience in both hospital and retail pharmacies. Extensive experience with government pricing programs.
Licensure, certification, and/or registration:Virginia Pharmacy Technician license, Nationally Certified Pharmacy Technician preferred. Must complete Apexus' Advanced Certificate Program within one year of hire.
Other Minimum Qualifications:Must be familiar with a large number of medications including strength, dosage, forms and uses. Excellent communication skills, strong customer service skills. Must have ability to problem solve, prioritize. Computerization skills with emphasis on Microsoft Office including Excel and Access - need a clear working knowledge. Must be able to manage data and report statistical reports using Microsoft Excel. Excellent mathematical skills necessary. Detail oriented. Must be able to effectively budget time, work efficiently and accurately with minimum supervision. Active team member within the system, at specific sites, and interdepartmentally.
