Responsibilities

The Sponsor is seeking a Systems Engineer to provide systems engineering functions to support common approaches in leveraging existing systems to reduce cost, improve productivity, and enable faster decision-making. As a result, the Sponsor plans to leverage enterprise-wide capabilities and modern technology to ensure efficiency, operational excellence, and mission success.

Duties include, but are not limited to:

  • Evaluate and understand Sponsor corporate IT initiatives to inform and advise Sponsor management. This shall include project-level technology roadmap planning and implementation of desired technology.
  • Translate business requirements into technical solutions and develop CONOPS by engaging with partners to understand and anticipate changing needs and requirements.
  • Communicate effectively across Sponsor organizations.
  • Develop systems engineering related documentation to solve problems, identify improvements, create standards, and facilitate cross-organizational collaboration.
  • Identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • Research and consider COTS and Enterprise solutions to solve integration problems and/or meet system requirements.
  • Create architectural designs.
  • Coordinate project schedules.
  • Assist in the preparation of management plans and reports.
  • Coordinate with engineers, systems analysts, programmers, technicians, scientists, and top-level managers in the design, testing, and evaluation of systems.
  • Participate in engineering reviews, design reviews, technical exchange meetings, and working group meetings that could affect the operation and configuration of tools.

Qualifications

Required:

  • Must possess and be able to maintain a TS/SCI clearance with polygraph.
  • Bachelor's degree in computer science, Information Systems, Engineering, Business, or a scientific or technical discipline (Equivalent experience for bachelor's degree is 3 years working experience in a relevant field) with 10 to 15 years of relevant experience.
  • Minimum of five years of experience supporting technical programs in a systems engineering capacity executing full lifecycle engineering tasks, requirements analysis, system design, and /or cost/benefit analysis.
  • Demonstrated experience conveying technical information to non-technical individuals.
  • Demonstrated experience with time management and working on multiple initiatives.
  • Demonstrated experience evaluating and developing strategies to solve complex system engineering challenges in cross-organizational environment.
  • Demonstrated experience identifying and validating requirements from user stories and engagement.
  • Demonstrated experience with technology designing - adapting equipment and technology to serve user needs.
  • Demonstrated experience working in a dynamic and challenging environment.
  • Strong oral and written communications and interpersonal skills.

Desired:

  • Three years of experience actively and efficiently supporting technical projects within the Intelligence Community that required an understanding of system engineering principles and practices
  • Demonstrated experience providing system engineering to Intelligence Community engineering projects for entire Product Lifecycle to include at minimum: development to operations and maintenance to sunset/retirement phase.
  • Demonstrated experience solving complex problems; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions
  • Demonstrated experience with the Sponsor regulations governing, or related to, the management of sub-compartmented dissemination programs.
  • Demonstrated experience completing various forms of communications for executive, technical and mission audiences.
