Job Description

Elwyn seeks an Executive Director of Facilities & Operations to serve in a senior leadership role. The Executive Director of Facilities & Operations is charged with implementing enterprise-wide efficiency, accountability, and performance across a national real estate portfolio. This position plays a central role in optimizing facility operations through disciplined planning, the creation and execution of data-driven preventative maintenance programs, and rigorous contractor and vendor management.

With direct oversight of internal teams, including maintenance, security, custodial, and engineering personnel (union and non-union)-the Executive Director will ensure facilities are safe, compliant, and well-maintained while championing system-level improvements. This includes creating, implementing, and overseeing centralized work order systems, preparing and enforcing preventative maintenance plans, and generating standardized procedures and cost controls to operate all sites.
A key priority for this role is managing external spend across a wide contractor base by enforcing service-level expectations, improving procurement discipline, and driving cost-effective vendor utilization. This individual will lead collaborative initiatives to streamline operations, increase asset longevity, and support the health and safety of every property under the organization's care.
Duties & Responsibilities
Strategic Facilities Planning
  • Develop and lead the execution of a comprehensive facilities and operations strategy that aligns with the organization's long-term objectives and evolving service delivery needs.
  • Oversee master planning for physical plant infrastructure, space utilization, and facility improvements to support organizational growth, efficiency, and modernization.
  • Collaborate with senior leadership to forecast facility requirements, prioritize capital investments, and ensure operational readiness for future expansion or consolidation efforts.
  • Maintain accurate asset management information on major mechanicals for preventative maintenance and forecasting trends.
Maintenance & Operations
  • Direct all day-to-day operations of facility services, including preventative and corrective maintenance, custodial services, utilities management, groundskeeping, and general upkeep.
  • Ensure operational continuity through the development and implementation of maintenance schedules, asset management plans, and effective response systems.
  • Evaluate and implement systems, technologies, and best practices to improve service delivery, reduce operational disruptions, and extend the life of physical assets.
Safety, Compliance, and Risk Management
  • Ensure all facilities comply with local, state, and federal codes, environmental regulations, life safety standards, and organizational risk protocols.
  • Lead the development, implementation, and ongoing assessment of safety protocols, emergency preparedness plans, and business continuity procedures.
  • Coordinate and respond to audits, inspections, and licensing visits; lead corrective action planning and documentation in collaboration with compliance teams
Union/Labor Oversight
  • Oversee facilities and operations teams within a unionized environment, ensuring adherence to collective bargaining agreements and maintaining positive labor relations.
  • Partner with Human Resources and Labor Relations to resolve grievances, manage performance, and implement operational changes in accordance with contractual obligations.
Contractor and Vendor Management
  • Lead procurement and performance management for contracted services across facilities and operations (e.g., security, janitorial, HVAC, landscaping, waste management).
  • Develop and enforce vendor standards, service level agreements (SLAs), and key performance indicators (KPIs) to ensure accountability, quality, and value.
  • Evaluate contract efficiency, negotiate terms, and ensure contract compliance and fiscal stewardship across all outsourced services.
Fleet and Fleet Maintenance Oversight
  • Proven ability to lead and optimize fleet operations and maintenance strategy across a large, distributed vehicle network - enhancing efficiency, reducing lifecycle costs, and strengthening system-wide oversight and accountability.
Budgeting & Financial Management
  • Develop and manage the operational and capital budgets for facilities and operations, ensuring financial discipline, transparency, and alignment with strategic goals.
  • Monitor expenditures, track variances, and analyze cost trends to inform decision-making and identify opportunities for savings or reallocation.
Leadership & Cross-Functional Collaboration
  • Lead a multidisciplinary team of facilities, operations, and administrative professionals with a focus on service excellence, accountability, and professional development.
  • Foster a collaborative culture that bridges operations with clinical, programmatic, IT, and administrative departments to support seamless service delivery.
  • Act as a thought partner to senior leadership, contributing operational insight to strategic planning, business continuity efforts, and enterprise-wide initiatives.
Qualifications, Education & Experience
  • Bachelor's degree preferred.
  • Journeyman-level trade certification (e.g., HVAC, electrical) and CHFM/CFM are valued.
  • Experience: 10 -15 years in facilities management with 7+ years in progressively senior leadership roles.
    • Union labor experience.
  • Healthcare and Regulatory
    • Expertise: Must understand Joint Commission, OSHA, NFPA, and ADA compliance in healthcare settings.
  • Construction and Project Management: Proven experience overseeing large-scale capital projects.
  • Leadership and Soft Skills: Strong leadership, problem-solving, and communication skills.
  • Must have current, valid driver's license in state of residence, two (2) years driving experience in the United States, and acceptable driving record
