The Position

We're hiring a Financial Analyst II for the Port of Portland!
We're seeking a talented and detail-oriented Financial Analyst II to join our dynamic team. In this role, you'll be responsible for analyzing financial data, managing budgets, creating reports, and providing actionable insights to drive our business forward. Your role:
You'll perform moderately complex financial and investment analyses related to Port business activities (using key financial metrics such as net present value, internal rate of return, payback period, etc.); contribute to the development of the Port's operating budget and ten-year long-range forecast; and support the monthly financial close process and financial reporting!

Essential Job Duties

  • Financial Analysis & Forecasting
    • Under direction of a manager or principal / senior financial analyst, develop financial analyses for Port business lines and departments to assess financial return of leases, investment transactions, and other projects.
    • Participate on cross-functional project teams to develop financial models including scenario-based and what-if analyses.
    • Provide insights into financial performance and sustainability.
    • Contribute to the development of rate methodologies / pricing for existing and new business.
    • Provide financial results in a summary format for consideration by Finance and senior management.
    • Provide clear and thorough documentation of major processes and analyses.
  • Budget Development & Long-Range Planning
    • Under direction of a manager or principal / senior financial analyst, contribute to the development of the Port's annual operating budget, quarterly updates to the operating forecast (annual projection), and the ten-year long-range plan.
    • Help ensure compliance with Local Budget Law.
    • Support Accounting with monthly financial close process and other monthly financial analysis and reporting functions, including monitoring budgeted versus actual operating income statement (OIS) results and updating various financial results dashboards.
    • Provide clear and thorough documentation of major processes and analyses.

Minimum Qualifications

Education and experience:

  • Bachelors degree in Business Administration, Finance, Accounting, Economics or related field.
  • Minimum three (3) years experience with progressively more responsible positions in financial analysis is preferred; or the equivalent combination of education and/or relevant experience.
  • Working knowledge of the following is required:
    • Financial analysis concepts.
    • Forecasting methodologies.
    • Database applications.
    • Basic accounting principles and requirements.
  • Experience with PowerBI is preferred; experience with Tableau or other business intelligence applications is highly desirable.
Demonstrated knowledge and skills:
  • Broad range of financial skill sets, including knowledge of key financial concepts (discounted cash flow analysis, net present value, internal rate of return, payback period, budgeting methodologies etc.).
  • Advanced Excel modeling skills.
  • Strong oral and written communication skills.
  • Excellent critical thinking/analytical skills.
  • Great attention to detail.
  • Focused individual who can organize and prioritize tasks to meet deadlines and adjust to a dynamic business environment.
  • Provide excellent customer service by being responsive to stakeholder needs.
  • Show the utmost respect for others and is a proven team player.
  • Work effectively and collaborate with peers and team members.
  • Develop, summarize and recommend a course of action based on financial analysis results.
  • Maintain confidentiality.

Selection Process (tentative schedule):

  1. A minimum qualification evaluation of education, training, and experience of complete application materials will take place by Human Resources the week of June 23-27, 2025.

  2. The Hiring Manager is scheduled to review applications forwarded by HR the week of June 30-July 3, 2025.

  3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation in early-mid July 2025.

Working Conditions

We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays.

Compensation

The Port of Portland adheres to established salary ranges for each position to ensure equitable pay practices. Final offers are determined based on various factors, including the candidate's experience, qualifications, and considerations of internal pay equity. Our organization also pays for both employer and employee contributions to the Oregon Public Employers Retirement System (PERS) retirement program. This position is eligible for an annual bonus program, dependent upon meeting Port-wide goals.
