Summary

The MIL Corporation is seeking a Configuration Manager (Configuration Management, Senior Analyst) to support Configuration Management (CM) efforts for federal clients, with a focus on Naval Air Systems Command (NAVAIR) programs. Based in Lexington Park, MD, this role involves full lifecycle CM support, process optimization, and compliance with federal and NAVAIR standards in a dynamic, mission-critical environment.

This position currently requires a hybrid schedule, with 3 days on-site. Schedule is subject to change based on company/contract requirements.

Responsibilities

  • Oversee full lifecycle CM for hardware and software systems, ensuring baseline integrity, version control, and operational effectiveness.

  • Lead Configuration Control Boards (CCBs), preparing agendas, documenting outcomes, and assigning follow-on tasks.

  • Author and update CM plans, CCB charters, software release processes, and related documentation.

  • Manage auditable project repositories (e.g., SharePoint) for CM processes, standards, and release artifacts.

  • Initiate and maintain Definitive Media Libraries (DML) per ITIL, including serialization and status accounting for Hardware and Computer Software Configuration Items (HWCIs/CSCIs).

  • Coordinate planned and unplanned changes with project leads and logistics managers.

  • Provide change management control, ensuring work item authorization integrity and accurate status reporting.

  • Conduct Physical Configuration Audits (PCAs) to establish Product Baselines (PBL), including site visits and certification reports.

  • Deliver Configuration Status Accounting (CSA) reports and program-related deliverables to the Defense Technical Information Center (DTIC).

  • Mentor teams on CM processes, NAVAIR standards (e.g., 4130.1E), and compliance.

  • Manage software releases, including Change Requests (CRs), bug fixes, Product Test Authorization (PTA), and Version Description Documents (VDD).

  • Ensure compliance with governance, security, and quality assurance within ITIL and SDLC frameworks.

  • Provide training on change control and CM tools to staff and stakeholders.

Travel

Occasional travel to support NAVAIR programs and site visits for audits

Required Qualifications

  • 5+ years of change management experience, with at least 5 years supporting federal clients, preferably U.S. Navy or NAVAIR programs

  • Proven expertise in full lifecycle CM, CCB administration, process mapping, and SDLC facilitation

  • Strong knowledge of NAVAIR CM policies (e.g., 4130.1E), ITIL methodology, and federal governance/compliance standards

  • Experience managing auditable repositories and passing independent audits

  • Must be skilled in authoring CM plans, charters, and release documentation

  • Proficiency in tools like SharePoint, ServiceNow, GIT LAB, or Serena Dimensions for CM and change control

  • Ability to lead teams, coordinate with stakeholders, and provide training as a CM subject matter expert

  • Excellent communication and project coordination skills

Desired Qualifications

  • Prior experience with NAVAIR programs or similar defense initiatives

  • Familiarity with Scientific and Technical Information (STI) submissions to DTIC

  • Experience with PCAs, baseline management, and transition of contractor-supplied systems to government

  • Knowledge of Engineering Change Proposals (ECPs), Product Patch Requests (PPRs), and CSA reporting

  • Proficiency in Microsoft Office, Jenkins, or Serena Business Manager for workflows and reporting

  • Demonstrated success in risk reduction and process improvement for CM and change control

Education

Bachelor's degree in IT, engineering, or related field (or equivalent experience); advanced degree preferred.

For this position, the projected compensation range is $90,000 - $130,000 per year. This estimate represents the typical salary range and is just one part of MIL's complete compensation package.
