Overview
Oversees financial planning and analysis (FP&A) activities for either Health Plans or Provider Services, as well as coordinating financial activities across other strategic business units to ensure the financial health of VNS Health. Financial planning activities include, but are not limited to, reviewing operational performance, identifying key issues and trends, developing new financial approaches, preparing financial forecasts/projections, and performing financial modeling and analysis of business operations, new programs and acquisitions and presenting findings to senior leadership. Serves as primary liaison to FP&A leads as well as program leadership. Collaborates with finance leadership to coordinate and monitor the activities of financial planning in accordance with departmental goals and policies. Coaches and mentors staff to increase financial analytical ability. Plans, directs, and coordinates the business and financial functions for a specific Program to ensure streamlined, effective and efficient operations. Collaborates with Program leadership in the development, evaluation, and implementation of business, operational and financial activities, including policies and procedures. Works under general direction.

What You Will Do
- Directs major financial planning activities and milestones (monthly financials, forecasting and budgeting). Works closely with FP&A, Accounting, Actuarial and program management to identify operational improvement opportunities and ensure financial health. Facilitates setting of key planning targets, which serve as the basis for budget and multi-year operating goals. Tracks operational performance of business units to budget targets and reports results to senior management. Utilizes actual and budget financial results in estimating future forecasted volumes, revenues and expenses.
- Analyzes the business and financial operations for the Program. Develops, evaluates and implements reporting, standard key performance indicators and business metrics in order to ensure that the financial performance of the Program is enhanced by the provision of efficient/high quality services.
- Directs and prepares the Program annual budget for areas including revenue, expense, and capital budgets. Reviews and analyzes monthly variance reports, makes recommendations to Program leadership for action. Participates in financial aspects of strategic planning.
- Manages financial and statistical reporting requirements including performance indicators, monthly key driver reports, profitability by product and other financial analyses required by VNS Health senior leadership and/or the Board.
- Acts as the primary representative to Corporate Finance on all budgetary matters (i.e., audits, operational flows, cost report activities) relating to their Program.
- Works closely across the Enterprise to identify emerging issues, coordinate planning activities and assemble forward looking plans. Assists with program improvement prioritization as well as developing and monitoring success indicators.
- Creates and reviews strategic plans and business cases for program improvement, including new product offerings, payer level profitability, managed care business plans, interdepartmental operational analyses, cost control initiatives, referral source profitability and forecasting models. Performs sensitivity analysis as needed. Supports creating a consistent approach to these evaluations.
- Establishes and fosters positive relationships with internal and external customers and acts as a liaison between the Program and Corporate Finance to ensure timely accrual of monthly and ad hoc reporting of program expenses. Identifies/evaluates and resolves issues/problems as needed.
- Collaborates with program leadership to create statistical and financial reports for presentations, reports and publication including, quarterly reports to senior leadership and to the Program Board of Directors.
- Ensures financial forecast models are consistent with key operating targets and management goals. Works with staff and provides hands-on modeling to effectively use existing financial models and develop new models. Performs quality assurance on all major work products assigned.
- Analyzes internal trends, monitors external market trends and incorporates into existing volume forecasting models. Applies quantitative methodologies to infer likely future results. Manages and integrates multiple data sources. Performs quality assurance on volume forecasting as needed.
- Analyzes new reimbursement methodologies for new and emerging third party payment mechanisms.
- Identifies new areas for potential operational efficiencies for work process review, and quantifies operational efficiencies realized from completed work process redesigns.
- Serves and participates in various committees, task forces and meetings, as required.
- Interfaces with Business Intelligence & Analytics, Product Management, Provider Network & Contracting and other department leadership to support and enhance the strategic business direction of the Program as delivered to our members and business partners.
- Performs all duties inherent in a senior managerial role. Approves staff training, hiring, promotions, terminations and salary actions. Collaborates with finance leadership to grow key finance talent within VNS Health. Prepares and ensures adherence to the department budget.
- Participates in special projects and performs other duties as assigned.
Qualifications
Education:
- Bachelor's Degree in Finance, Accounting, Business Administration or related area required
- Master's Degree in Finance, Accounting, Business Administration, or CPA preferred
Work Experience:
- Minimum seven years of progressive experience working in finance/accounting functions in a health care organization required
- Minimum three years of experience in a supervisory role preferred
- Minimum five years experience dealing with Medicare and third-party reimbursement, which includes in-depth knowledge and understanding of all applicable regulations preferred
- Demonstrated experience designing transformational and cost effective sustainable operating care delivery financial models required
- Effective oral/written communication and interpersonal skills required
- Strong budgeting techniques, administrative, organizational and analytical skills required
- Application proficiencies required include MS Office, Advanced Excel and Enterprise Planning Database familiarity to Adaptive, Workday, Essbase required
- Experience working in Medicare program particularly with metric and sales reporting preferred
- Experience in payer-provider risk modeling preferred
Pay Range
USD $154,400.00 - USD $205,800.00 /Yr.
