Hill International is seeking a Sr Project Manager in Edinburg, Texas


  • Direct, manage, and track overall project design and construction phases to meet the established project scope, budget, and delivery schedule. Projects may include new construction, fit out of shell spaces, renovation and maintenance of existing facilities and campus infrastructure.
  • Apply complex project control processes to track progress, ensure consistency, and mitigate risks to ensure compliance with Board of Regents rules & regulations and all applicable State and Federal statutes and regulations.
  • Ensure construction projects are in compliance with all applicable life safety codes, state procurement codes, the campus master plan, and facilities standards.
  • Responsible for coordination of design and directing construction services as required for multiple projects.
  • Assess and establish specific needs and project scope requirements, evaluate alternatives, and prepare budget estimates and delivery schedule.
  • Responsible for the project's planning phase, which includes the preparation of a facilities space program to be used for budgeting estimating and design purposes.
  • Secure project funding and procure service of design consultants or service vendors required to complete the project scope of work.
  • Prepare and negotiate contracts and approve payments to vendors.
  • Manage multiple large and complex capital project accounts simultaneously and approve account reconciliations in accordance with University policies and procedures.
  • Oversee, monitor and evaluate activities of assigned projects by tracking progress, managing project documentation (including plans, specifications, RFIs, schedules, submittals, budgets, review of change orders and progress payment requests), and prepare status and project close-out reports.
  • Review design progress to ensure compliance with project budget, delivery schedule, and quality requirements in accordance with University's design guidelines and construction standards.
  • Responsible for coordinating the preparation of bid documents for procurement of construction services, writes Request for Qualifications (RFQ's) and Request for Proposals (RFP's), and participates in the selection of consultants and contractors in collaboration with the University Procurement Office while ensuring adherence to contract procurement processes.
  • Present and review proposed solutions with department representatives, design consultants, and service vendors to ensure project scope meets client's needs.
  • Coordinate and conduct on-site, pre-cost estimate and pre-construction meetings with users, consultants, contractors, and UTRGV support departments.
  • Schedule progress coordination meetings and periodic field inspections to ensure completed work in place is acceptable and in accordance with the design intent and delivery schedule.
  • Address or correct discovered conditions to ensure continued operation and security of the project site environment, emphasis on the overall project schedule, budget, and resolution of pending issues.
  • Provide consistent, timely, and reliable communication between all project stakeholders and external organizations, including clients, professional service providers, University personnel, and contractors to ensure projects are thoroughly documented and understood.
  • Keep track of progress during all phases of the project and resolve issues as they arise.
  • Develop and make presentations as needed to effectively communicate appropriate project information to internal and external organizations.
  • Coordinate and support emergency response when emergencies occur on active construction projects, including coordination and communication between the University, contractor, vendors, and other associated parties on projects before, during, and after normal hours of operation.
  • Schedule, coordinate, and communicate utility outages.
  • Coordinate planned construction activities with affected building occupants and provide access for contractors into occupied buildings.
  • Assess and develop process improvements, including applicable coordination requirements to ensure complete project management.
  • Collaborate with University facilities maintenance and operation personnel and contractors for commissioning, calibration, punch list, identification of ongoing maintenance requirements, turnover training, documentation, and other project closing activities to ensure a smooth transition for the project to become operationalized.
  • Collaborate and coordinate with other support departments within UTRGV such as Campus Facilities Operations, Environmental Health, Safety, and Risk Management, UTPD, and IT/AV/Security Departments to ensure campus standards and needs are conveyed in the design and construction documents.
  • Assist in the hiring, training, and evaluation of department staff.
  • Provide professional direction for project teams to achieve common goals and successful projects.
  • Mentor and guide assigned staff to support successful project delivery at all levels of the organization.
  • Stay current with building codes, building materials and methods, and University design guidelines and construction standards.
  • May serve on committees and task forces.
  • Perform other duties as assigned.
  • Minimum 6 years of related work experience providing project management of design and/or construction activities.
  • Bachelor's degree in Architecture, Engineering or Construction Management from an accredited university.
  • Relevant experience may be substituted for education on a one-to-one basis.
  • Preferred certification and Licenses: Registered Architect or Professional Engineer License and Project Management certification such as Project Management Professional (PMP), Certified Educational Facilities Professional (CEFP), Certified Construction Manager (CCM), or similar.
  • Related work experience providing project management of design and construction activities for renovations and new construction of institutional or commercial facilities is preferred.
  • Experience in construction management obtained within a higher education, health care and/or commercial facilities setting is preferred.
  • Needs to be able to perform all required duties successfully.
  • Ability to work in office, industrial, and construction environment conditions and some travel, evening, night, and weekend work is required.
  • Must be prepared for exposure to all weather conditions, especially to extreme temperatures.
  • Must be prepared for possible exposure to chemicals and chemical fumes and electrical and mechanical hazards.
  • May occasionally require working at heights, in confined spaces, around rotating machinery, energized systems, and biohazards or chemicals.
  • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.
  • Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.
  • Demonstrate strong leadership, management, and organizational skills.
  • Strong background in facilities planning, budgeting, and construction methods preferably for higher education type projects.
  • Knowledge of regulations regarding accessibility and hazardous materials found in buildings.
  • Knowledge of laws and ordinances regulating construction and operation.
  • Knowledge of project planning and management principles, budget preparation, expense control, and understanding of bid and purchasing procedures, performing all facets of projects such as the coordination, demolition, inspection, security, title clearance, soil testing, and permits.
  • Ability to maintain confidentiality of work-related information and materials.
  • Ability to read construction plans and specifications.
  • Ability to interpret legal descriptions of leases, easements, restrictive covenants, and all similar documents affecting real estate property.
  • Ability to create and lead presentations related to facilities and projects.
  • Ability to collaborate with others to reach mutually beneficial goals and objectives.
  • Ability to negotiate, evaluate, and administer contracts.
  • Ability to establish and maintain effective working relationships.
  • Possess strong interpersonal and communications skills, including tact and diplomacy.
