ARES is seeking a Project Manager specializing in Data Management and Artificial Intelligence to provide remote project management support for the Chief Data and Artificial Intelligence Office in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency's enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA's Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA's message, eMITS integrates services for NASA IT and provides NASA's communication to the outside world. JOB DESCRIPTION / FUNCTIONAL RESPONSIBILITIES:

  • The tasks required to support the Chief Data Operations and Artificial Intelligence Office (CDAIO) include, but are not limited to:
  • Program/project management services, consultation, and continual service improvements.
  • Support product management, follow the OCIO Software Development Lifecycle (SDLC) and Systems Engineering & Integration (SE&I) processes, conform with OCIO product/technology/security standards, support data management and governance, follow applicable NASA Procedural Requirements.
  • Provide data and artificial intelligence support services to the Chief Artificial Intelligence (AI) and Chief Data Officer team. The services include strategy, policy, project management, content, governance, communication services, technical consultation, and continual service improvement.
  • Facilitate and coordinate the development of data and AI training course materials, briefings, and other media to advance awareness and proficiency of the NASA workforce in data and AI related competencies tailored to NASA requirements.
  • Draft and refine plans and strategies for workforce development in AI topics to foster cultural adoption of AI and include considerations for ethical, responsible, safe, secure, and transparent AI use.
  • Assess workforce data and AI competencies, skill gaps, and growth opportunities and develop career and training maps for data and AI roles and/or personas across NASA.
  • Develop data and AI policy issuances that are informed by an understanding of regulatory frameworks, decision-making structures, and legal requirements in support of applicable federal directives and public laws.
  • Engage stakeholders and working groups to identify policy gaps, gather input, build consensus, and address concerns related to proposed policies.
  • Manage policy efforts from inception to implementation, including setting timelines, coordinating activities, and monitoring progress to ensure deadlines are met.
  • Provide programmatic support informed with IT, data, and AI domain knowledge for projects and programs that support agency, OCIO, CDO, and CAIO priorities.
  • Develop data and AI implementation plans in support of agency strategies that create unity of effort to achieve intended outcomes and follow that triple constraint model using cost, schedule, and performance as measured and tracked indicators of project status. Configure and maintain project tracking tools, e.g., MS Teams Planner, for tracking projects and initiatives.
  • Facilitate working groups when project input is required or to gain support through collaboration and clarity.
  • Support CDO/CAIO working groups, boards, and meetings (e.g., Data Governance Board (currently part of the IT Strategy Board (ITSB), Enterprise Data Working Group (EDWG), Artificial Intelligence Strategy Board (AISB), and AI Strategic Working Group (AISWG) to guide adoption and maturity of data and AI initiatives and address statutory and/or other federal policy requirements.Scan, investigate, interpret, and propose implementing best practices in data management and the responsible, ethical, secure, transparent, and innovative adoption of AI capabilities.
  • Develop data management practices (e.g. ontologies, taxonomies, knowledge graphs) in support of business and functional requirements.
  • Develop and coordinate the draft annual Evidence Act report to Congress.
  • Risk management services, consultation, and continual service improvement.
  • Identify risks and develop risk statements, mitigation steps, status updates, impacts, and likelihood by consequence matrix.

EDUCATION AND PREVIOUS WORK REQUIREMENTS:

  • Minimum education - BA/BS Data Science, Information Management, Business Administration, or a related field.
  • Minimum experience - 8 years.

EXPERIENCE/COMPETIENCIES/SKILLS:

Minimum Requirements:

  • 8+ years of project management experience.
  • 6+ years of experience in data governance, data management, or a related field, preferably within a federal or large organizational setting.
  • Provide expert strategic vision and management services informed by industry best practices to guide efficient and effective data management and AI adoption.
  • Excellent problem-solving skills and attention to detail.
  • Knowledge of AI and data governance and risk frameworks.
  • Excellent communication and collaboration skills.
  • Ability to work independently and manage multiple projects simultaneously.
  • Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, One Drive), SharePoint, and Box.

PREFERRED QUALIFCATIONS:

  • Microsoft Purview.
  • Collibra, Informatica, etc.
  • Strategy Management.
  • Certified Data Management Professional (CDMP).
  • ITIL Certification (desired, not required).
  • Microsoft Project (desired, not required).
