Executive Service Position

(This position serves at the pleasure of the Appointing Authority.)


The Maryland Department of Transportation, State Highway Administration (MDOT SHA) is seeking a visionary human resources professional with highly skilled leadership abilities to serve as our next Division Chief (Administrator VI). As Division Chief and a key member of our Human Resources Recruitment and Examination team, you will be responsible for developing, administering, and overseeing the development of recruitment, selection, and promotion procedures and instruments that meet legal and psychometric standards.

Duties include, but are not limited to, the following:

  • Reviewing existing selection procedures and instruments for validity and revising as necessary
  • Preparing correspondences, agendas, and materials to present to subject matter experts and hiring managers
  • Developing surveys and instruments to validate personnel tests and assessment measures
  • Establishing accuracy and legitimacy of bulletins written by MDOT SHA staff (e.g., vacancy announcements, testing opportunities, job descriptions, and detailed selection procedures to be employed in filling vacancies
  • Keeping abreast of new research methods and technologies that aid in the development of personnel assessment tools
  • Providing overall management and supervision of the Recruitment and Examination Division personnel
The current vacancy exists at the Maryland Department of Transportation State Highway Administration (MDOT SHA) located in Baltimore, Maryland.

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work. Two (2) years of the required experience must include recruitment experience to include sourcing, advertising vacancies, analyzing/screening applications, and conducting interviews. One (1) year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

The ideal candidate will possess the following:
  • Experience using an Applicant Tracking System (ATS) and HRIS software
  • Ability to effectively apply HR theories, practices, policies, and procedures
  • Ability to make decisions independently
  • Ability to meet strict deadlines

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
