Overview

Nakupuna Services is seeking a Manpower & Reserve Affairs Subject Matter Expert (SME). The Manpower & Reserve Affairs Subject Matter Expert (SME) provides high-level advisory and analytical support for force planning services. The ideal candidate brings deep domain knowledge and experience in manpower policies and programs, supporting strategic planning, evaluation, and transformation initiatives aligned with the Department of Defense mission. This position will support specific task orders requiring expert insight and is expected to engage directly with senior government stakeholders and integrated project teams.



Responsibilities

    Provide subject matter expertise in Manpower & Reserve Affairs, including Civilian and/or Military Personnel Policies, Reserve or other federal agency Integration, Military and/or Civilian Community Family Policies, and Total Force Planning.
  • Lead or support the development of policy recommendations, operational strategies, and implementation plans.
  • Conduct research and analysis to inform leadership decisions.
  • Support the development of briefings, reports, and written products.
  • Advise Government clients on best practices, program risks, and operational impacts.
  • Lead and participate in working groups and Integrated Product Teams (IPTs).
  • Provide peer review and quality assurance for technical deliverables.


Qualifications

Education and Experience:

  • Minimum 10 years of experience in the following areas:
    • Supporting the development and oversight of policies and programs related to military or civilian members, retirees and/or survivors for DoD or other federal agencies.
    • Supporting community quality of life programs for service or civilian members, families, and/or survivors for DoD or other federal agencies.
    • Shaping policies, statutes, and business practices that achieve an optimal Total Force or other federal agency personnel manpower mix.
    • Supporting the development and delivery of military or civilian personnel policies and HR solutions for DoD or other federal agencies.
    • Supporting the integration of Reserve Affairs across DoD or other federal agencies and providing strategic engagement on related matters.
    • Supporting the Defense Commissary Agency or a similar agency in their day-to-day operations.Bachelor's degree required; master's or doctoral degree preferred.
  • Bachelor's degree required; master's or doctoral degree preferred.

Clearance Requirements: Active Secret clearance required; TS/SCI preferred or required based on task order.

Location: Varies by task order. May include on-site at the Pentagon or other federal sites. Remote work is possible based on client needs and approval.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
