Salary: $484.40 / daily Hornblower is seeking an Electronics Material Officer (EMO) for our Seaward Services operation for TSVRON in Norfolk VA. About You: This person will be adaptable, dynamic, and embody Hornblower's RESPECT Service System. About the Opportunity:
The Electronics Material Officer (EMO) is responsible for the repair, maintenance, and operation of various electronic systems on the TSV-4 NARRAGANSETT. This includes routine maintenance and repairs on fire alarm console systems, general alarm systems, ship's radar, ECDIS, GPS, GMDSS, gyro compass, auto pilot, HF, UHF, and VHF radios, Satellite Communication systems, interior announcing system, and ship's telephone system.

Essential Duties & Responsibilities:
- Schedule and conduct planned and corrective maintenance as required to ensure maximum operational readiness.
- Provide technical assistance and conduct necessary training.
- Maintain technical publications and files.
- Maintain all electronic test equipment.
- Maintain all satellite communication systems to an operational goal of 97% connectivity.
- Manage a calibration program, ensuring all test equipment, gauges, meters, and other equipment are correctly calibrated and accurate.
- Ensure compliance with safety procedures.
- Advise the Master on capabilities, limitations, and condition of equipment.
- Work aloft or over the side to perform preventative or corrective maintenance.
- Comply with EKMS regulations as part of an EKMS Local Element.
- Stand watch as assigned per operational requirements.
- Observe all safety rules and take appropriate precautions to ensure personal safety and safety of co-workers.
- May be assigned as the department tag out/lock out coordinator and Aloft Coordinator.
- Be proficient in the performance of shipboard emergency drills.
- Additional job duties as assigned.
Requirements & Qualifications:
- U.S. Coast Guard license/certificate requirements: STCW Requirements: Basic Training; VPDSD.
- Required knowledge/skill:
- Thorough knowledge of electronic theory and competence to perform all required equipment inspection, evaluation of performance, problem troubleshooting, preventive and corrective maintenance, and repairs to shipboard communications systems.
- Skilled in interpretation of electronics technical manuals, drawings, specifications, and schematic drawings.
- Highly proficient in the proper use of a wide variety of diagnostic programs, electronic test equipment, and tools.
- Skilled in diagnosing problems and determining appropriate corrective action.
- Skilled in preventative and corrective maintenance procedures.
- Knowledgeable of the electrical safety program and safety requirements of the equipment worked upon.
- Knowledgeable on working aloft and working over the side procedures.
- Required experience:
- Minimum of six (6) months shipboard experience as an Electronics Technician in a shipboard environment; or equivalent experience.
- EKMS Local Element (TIER III) training.
- Security Clearance: TOP SECRET.
- Physical Requirements: Physical effort is required, including climbing ladders & masts for antenna maintenance and repair.
- High School diploma or equivalent.
- Must possess a valid United States Passport.
- Must be able to acquire and maintain a Transportation Worker Identification Credential (TWIC).
- Must be able to acquire and maintain a Common Access Card (CAC).
- Must be computer literate in Microsoft Office and shipboard monitoring and maintenance software.
- Demonstrate appropriate management and administrative skills.
- Logically and independently plan, organize, and complete work assignments.
- Ability to use independent judgment and discretion to develop and execute innovative solutions to engineering problems.
- Evidence of ability to bring increased value to task through efficiencies and cost-control.
- Ability to communicate effectively verbally and in writing and maintain quality working relationships with other employees and the public during work.
- Ability to establish and execute complex oral and written instructions, apply available guidelines to various situations, and carry on more than one function at a time in an environment subject to many distractions.
- Ability to plan and organize and to meet rigid schedules and demanding timelines.
- Must have technical and organizational skills.
- Possess a thorough understanding of all pertinent regulations and laws.
- Possess excellent analytical, problem-solving, critical thinking and decision-making skills.
- Successfully submit and complete pre-employment background check.
- Submit to and pass alcohol and drug tests as mandated by the USCG, including pre-employment, random, and post-accident testing.
