Job Summary

Estrella Mountain Community College (EMCC) is hiring a Student Services Analyst for the Financial Aid Department. This position is responsible for performing professional-level Financial Aid student services work, which requires independent evaluation and analysis of issues and judgment to select and apply standard techniques, procedures, regulatory requirements, and criteria to resolve programs and make recommendations.

This position processes Federal Financial Aid, Scholarships, and other student funding. Develops, analyzes, coordinates, oversees, and implements program functions related to Federal Financial Aid, Scholarship, and other student funding.

Essential Functions

20% Performs highly technical and complex financial aid student service and processing. Processes aid for assigned students. Identifies resources needed to address students' circumstances and potential barriers. Assists students by walk-in, electronically, over the phone, and email as elevated by other staff.

20% Independently processes various student appeals utilizing professional judgement guidelines. Provides information and technical assistance regarding program applicable laws, policies, rules, and regulations. Interprets and develops changes in Policies and Procedures. Reviews program requirements to evaluate and determine eligibility, and/or evaluates policy to determine and ensure program compliance.

20% - Troubleshoots and resolves office processing/service issues, which may include computer/software problems. Prepares and processes reports, tracks processing, and completion. May administer programs such as scholarships, loans, federal work study, and Pell grants. Coordinates and performs systems testing and maintains database information, and reporting systems. Supports staff with daily operations, technically complex issues, when customers challenge the process, etc. Provides advice to staff and students regarding processes related to complex issues. May directly or indirectly supervise full-time and part-time staff. Monitors processing by staff, assuring quality of data being processed by staff, and addressing needs that arise.

20% - Prepares, presents, designs, and maintains correspondence, reports, presentations, program materials, and documentation. Provides training and orientation to Full-time and Part-time staff. Coordinates office functions, projects, events, and processing. Coordinates workflow and develops policies and procedures. Performs program coordination and administration, including operational planning, program evaluation, problem resolution, and technical assistance. Provides daily processing updates to employees (as needed).

10% - Serves as a subject matter expert, applying professional judgment to financial aid applications, determining eligibility, and ensuring compliance with federal regulations. Stays updated on federal regulations and communicates changes to staff, fostering a student service and compliance-driven culture within the office. Collaborates with the financial aid team to streamline processes, resolves aid processing issues, and ensure timely, accurate aid disbursement. Coordinates, organizes, and supervises staff work when assigned, ensuring deadlines are met and work is evaluated and prioritized effectively.

10% Monitors department financial aid processes to ensure compliance with federal regulations and internal policies. Reviews program requirements and evaluates criteria to determine student eligibility and processes. Conducts research on Title IV federal guidance and industry best practices to recommend and implement new strategies for the Department. Performs other duties as assigned commensurate to the grade level of the position.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution and two (2) years of full-time equivalent student services or college teaching experience, or experience coordinating, administering, planning, or evaluating programs.

OR

Associate's Degree from a regionally accredited institution and four (4) years of full-time equivalent student services or college teaching experience, or experience coordinating, administering, planning, or evaluating programs.

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered .

Desired Qualifications

A. Demonstrated experience in performing, organizing, leading, and writing procedures for federally regulated student services and processing within a Financial Aid department.

B. In-depth experience in reading, evaluating, implementing, maintaining, and communicating federal financial aid regulations and guidelines, including training staff to ensure successful compliance with all requirements.

C. Advanced expertise in system setup, processing, troubleshooting, and training staff on automated student service and processing systems, such as PeopleSoft.

D. Proven ability to provide both general and escalated Financial Aid assistance to students and others across multiple communication channels, including phone, email, live chat, and in person.

E. Strong organizational skills with a demonstrated ability to manage multiple complex responsibilities and high workloads while ensuring compliance with regulatory requirements and meeting deadlines.

F. Extensive experience with Financial Aid packaging and Professional Judgement processing, including how to award, adjust, and repackage Financial Aid awards based on eligibility.

G. Experience in participating in audits, conducting research, and ensuring compliance with regulations.

Must not be in default or owe an overpayment of federal financial aid funds.
