About the opportunity

SWCA Environmental Consultants is seeking an experienced Professional Civil Engineer to support our Energy & Power projects and business development initiative. Our engineering team has specialized expertise in erosion and sediment control plans, stormwater management design, and hydrologic and hydraulic modeling for oil and gas and renewable energy projects and are dedicated to delivering high-quality solutions to clients across the United States. Our regional project portfolio spans Pennsylvania, Ohio, and West Virginia and this opportunity provides a dynamic work environment with professional growth and career advancement.

The ideal candidate will have a strong and proficient background in project management, civil site design, and have proven track record of leading engineering projects, managing and mentoring junior staff, engaging in business development efforts, preparation of scoping and budgeting of projects, and upwards reporting to management. Collaboration with multidisciplinary teams, including CAD designers, GIS analysts, environmental biologists, cultural resources, sub-contractors, regulatory agencies, municipalities, and clients is essential to success in this role.

Potential Positions Available under this Requisition:

  • Lead Civil Engineer: Typically requires a minimum of 8 years of experience, including at least 3 years managing planning projects.
  • Senior Civil Engineer: Typically requires a minimum of 10 years of experience, including at least 5 years managing planning projects.

This is a full-time, permanent position offering benefits and flexibility for hybrid/remote work arrangements for well qualified candidates.


What you will accomplish

  • Lead engineering design processes and oversee the creation of accurate permit and construction drawings, ensuring all project specifications and regulatory standards are met.
  • Support regional SWCA offices by addressing engineering needs and collaborating with teams to develop solutions tailored to specific local contexts.
  • Work closely with engineering teams across SWCA offices to balance workloads, ensuring projects are completed on time, within budget, and meet quality standards.
  • Conduct in-depth technical reviews of project deliverables to ensure accuracy, consistency, and compliance with established quality standards, actively contributing to Quality Control and Quality Assurance.
  • Excel in fast-paced environments by managing multiple tasks, collaborating with project managers, and adapting to changing project needs while meeting tight deadlines and maintaining high standards.
  • Drives compliance of safety policies and reporting requirements to ensure overall team safety.
  • Identify and pursue business growth opportunities by fostering strong relationships with current and prospective clients. Engage in external professional networking opportunities and collaborate with other SWCA offices to identify new prospects and maintain a strong market presence.

Experience and qualifications for success

Minimum Requirements:

  • Bachelor's degree in civil engineering or a related field from an accredited institution.
  • Minimum of eight (8) years of progressive civil engineering experience, with an emphasis on infrastructure projects.
  • Minimum of three (3) years of experience in Project Management.
  • Professional Engineer (PE) License in Pennsylvania, or eligibility to obtain one via reciprocity within six months, demonstrating a solid understanding of state-specific regulations.
  • Proven work experience in one or more of the following states: Ohio, West Virginia, or Pennsylvania, with familiarity regarding regional environmental conditions and regulatory frameworks.
  • Flexibility to travel, including short-term overnight stays, for various project site visits, client meetings, conferences and other professional opportunities.

Preferred Qualification:

  • 10 or more years of civil engineering experience with a focus on civil/stormwater design, showcasing advanced technical skills and industry knowledge.
  • Additional PE License(s) in neighboring states of Pennsylvania, reflecting a broad regulatory understanding and ability to navigate diverse landscapes.
  • Experience in developing proposals, driving business development initiatives, and managing client relationships, supported by strong communication and negotiation skills to foster and maintain client engagement for sustained business growth.
  • Experience in management of large project portfolios inclusive of individual tasks, phases, budgets and timelines.

SWCA is committed to salary equity and transparency. In alignment with this commitment, we post good faith pay ranges in all job postings. An employee in this Chicago, IL based position can expect a salary of $111,001.80 to $142,549.68/year as a Lead Civil Engineer or $126,191 to $161,244/year as a Senior Civil Engineer. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
