MANAGER OF EMERGENCY MANAGEMENT SERVICES

This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNITS 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Chicago Department of Public Health (CDPH) works with communities and partners to create an equitable, safe, resilient, and healthy Chicago

This position manages emergency management staff engaged in developing and updating public health emergency management plans in preparation for, and in response to, emergency and disaster situations; oversees the development and implementation of operating procedures and action plans to effectively utilize emergency personnel and equipment during emergency or disaster situations; assists in the activation of proper response plans during emergency situations, as directed by executive level staff; monitors and directs the coordination of recovery efforts to restore services and operations; manages emergency planning projects, directs staff activities including disaster simulation exercises and emergency operations drills to prepare city departments to effectively respond to emergencies, and performs related duties as required.

ESSENTIAL DUTIES

* Assists in the development and implementation of programmatic plans, policies, and procedures necessary to support the program and department's All-Hazard planning methology. This would include, but is not limited to, participation in writing, editing, or developing content for these documents. Current plan specific elements include Medical Countermeasures, Response/Incident Playbooks for special events, Public Health Emergency Operations Center (PHEOC) operations, and Continuity of Operations (COOP)

* Oversees emergency inventory and facility management, including supplies, equipment, medications, and maintenance. Approves purchase orders within budget and ensures compliance with federal regulations and quality assurance protocols

* Collaborates with the CDPH Mission Assurance Team to develop and submit required reports to Centers for Diseases Control (CDC) and Administration for Strategic Preparedness and Response (ASPR), such as Medical Countermeasures (MCM) Action Plan and Operational Readiness Review (ORR), or equivalent

* Supervises and provides mentorship to emergency preparedness staff, including Senior Emergency Management Coordinators, in the development of operational plans for functions such as Receipt, Store, and Stage (RSS) sites, warehouse operations, Points of Dispensing (POD's), Alternative Treatment Centers (ATC's), and The PHEOC

* Coordinates and participates in emergency response activities, including on-call rotations, call-down drills, special events activations, and real-time emergency response operations

* Supports Incident Command Center (ICS) activations and Emergency Operations Center (EOC) processes, ensuring readiness and effective incident management for Operations and Logistics functions

* Serves as a lead representative for the Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP), as requested, effectively communicating capabilities and readiness to internal and external stakeholders

Qualifications

MINIMUM QUALIFICATIONS

* Eight (8) years of work experience in project management or emergency management, OR

* Graduation from an accredited college with an Associate's degree in Public Safety Management, Public Administration, or a directly related field, plus at least six (6) years of work experience in project management or emergency management, OR

* Graduation from an accredited college or university with a Bachelor's degree in Public Safety Management, Public Administration, or a directly related field, plus at least four (4) years of work experience in project management or emergency management, OR

* Graduation from an accredited college or university with a Master's degree or higher in Public Safety Management, Public Administration, or a directly related field, plus at least three (3) years of work experience in project management or emergency management

NOTE: A Valid State of Illinois driver's license is required

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

* Previous experience in positions involving developing, managing, planning, and coordinating large scale emergency management projects for a large organization

* Previous experience managing safety operations in a large organization

* Previous experience developing, implementing, and executing Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercise and training programs

* Previous experience supervising personnel and direct reports related to the responsibilities of the position in a large organization

* Certified Emergency Manager (CEM) and/or Master Exercise Practitioner Program (MEPP) certifications
