The purpose of this position is to supervise and coordinate departmental operations and oversee projects to enhance the City's infrastructure. This is accomplished by managing daily operations, developing and administering divisional budgets, managing projects, and supervising personnel. Other duties may include participating in infrastructure master planning, serving as the department liaison, assisting with special projects, and interfacing with other City employees and citizens. This position provides direction to other employees.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent.
  • Manages department operations by providing leadership to the Engineering Department division including development services and the capital improvement program.Allocates resources as needed, works with employees on improvements to City services, participates in the development and implementation of goals, objectives and priorities and developing and evaluating standard operating procedures.
  • Develops and administers divisional budgets by assisting with budget implementation, recommending the appropriate services and staffing levels, forecasting additional funds needed for personnel, equipment, materials and supplies, approving expenditures and recommending and implementing budget adjustments.
  • Manages projects by assisting with planning, developing and executing development and infrastructure projects, researching and making recommendations concerning development projects, facilitating pre-construction meetings, working with project engineers, inspectors and contractors to resolve problems, monitoring the progress of strategic objectives and assisting with the department portion of the City Council strategic plan.
  • Supervises personnel by selecting and hiring new employees, coordinating training for department personnel, evaluating work performance, assisting employees correct deficiencies and implementing disciplinary and termination procedures.
  • Participates in infrastructure master planning by reviewing engineering plans for accuracy and adherence to City standards and details, assisting in the development of water, sewer, street and drainage plans, monitoring the capital improvement budget, assisting in the implementation and execution of capital improvement projects and developing comprehensive infrastructure maintenance plans.
  • Serves as the department liaison by meeting with residents, business owners, consulting engineers, outside organizations and other department managers and directors, discussing, evaluating, recommending and resolving issues and problems and responding to questions, inquiries and concerns.
  • Participates in City Council and other meetings in the Director's absence by representing the department in official and unofficial capacities, recommending and preparing agenda items and providing documentation on issues related to engineering.

Job Requirements

Education & Experience

Work requires broad knowledge in a general professional or technical field. A typical way to obtain the required qualifications would be:

Bachelor's degree in Civil Engineering or related field, plus five (5) years of progressively responsible experience, including supervisory experience.

Other combinations of education and experience may be considered.


Certification and Other Requirements
Valid Texas Class C Driver's License
Registered Texas Professional Engineer; P.E. in the State of Texas.

Overall Physical Strength Demands
Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

Supplemental Information

Knowledge of:

  • Principles and practices of civil engineering as they relate to municipal infrastructure, including water, wastewater, stormwater, streets, and transportation systems.
  • Development services processes, including plan review, permitting, and coordination with developers and contractors.
  • Capital improvement program planning, budgeting, and project delivery.
  • City standards, design criteria, and construction specifications for public infrastructure.
  • Applicable federal, state, and local regulations, including those from TCEQ, TxDOT, and other regulatory agencies.
  • Methods of infrastructure master planning and long-range asset management.

Skill in:

  • Providing leadership and strategic direction to engineering staff and overseeing day-to-day departmental operations.

  • Managing complex development and infrastructure projects from design through construction.

  • Developing, administering, and adjusting budgets, including forecasting staffing, equipment, and resource needs.

  • Coordinating with internal departments, elected officials, consultants, contractors, and the public to resolve technical and operational issues.

  • Analyzing engineering data, plans, and proposals to make informed recommendations.

  • Preparing clear and effective reports, presentations, and communications for stakeholders, including City Council.

Ability to:

  • Supervise and develop staff, including hiring, training, evaluating performance, and managing personnel matters.

  • Plan, implement, and evaluate operational goals, objectives, and standard operating procedures.

  • Represent the Engineering Department in public meetings and respond professionally to resident concerns and inquiries.
