General
* Manage and oversee a specific administrative or suppression program within the Minneapolis Fire Department.
* Manage the work activities and measures the performance of Staff.
* Evaluate the job performance of District Fire Chiefs or Staff Fire Captains and conduct one on one coaching sessions to improve job performance
* Respond to multiple alarm incidents to augment the command staff.
* Take field command at multiple alarm fires and other emergencies as required.
* Explain and enforce all applicable laws, ordinances, rules, policies and procedures that apply to the division.
* Perform special projects and coordinate the efforts of others in accomplishing assigned projects.
* Implement new initiatives.
* Represent the Fire Department at various community meetings and activities, and initiatives.
* Assist in developing short and long range departmental plans.
* Produce data and statistics for fire department planning and reporting purposes.
* Observe and document human behavior, and to intervene where necessary to promote good interpersonal relationships and morale among employees.
* Investigate and document incidents as they occur and forward recommendations for resolution of the problem up the chain of command.
EMS
* Respond to incidents including fires, hazardous materials, technical rescues, multi-casualty and other emergency incidents as required.
* Respond and supervise emergency personnel for the Fire Department as a function of the incident management system as the incident Rehabilitation Officer or Rehabilitation Division Supervisor.
* Establish standard operating procedures (Patient Care Guidelines, Rehab Policy, and Infection Control Policy) for emergency medical services within the Fire Department and ensure adherence to these protocols.
* Develop, schedule and deliver emergency medical training to Fire Department Staff, using a variety of appropriate methods and formats.
* Conduct surveys of available training from vendors and other organizations and make recommendations as to whether Fire Department personal should attend.
* Analyze Fire Department EMS operations to assess the level of training effectiveness.
* Monitor Emergency Medical Technician certification of staff and coordinate continuing education to ensure continuing certification.
* Coordinate the Fire Department's communicable disease immunization and infection control programs, including developing procedures, policies and training of staff.
* Develop, coordinate, and administer annual health and wellness program to include annual Occupational Health and Safety Administration (OSHA) mandated medical and fitness testing to NFPA standards.
* Develop, coordinate, and administer EMS reimbursement programs (e.g. Personal Injury Accident, and special events coverage).
* Maintain emergency medical services training records that comply with OSHA standards.
* Administer the Fire Department's semi-Automatic External Defibrillation (AED) program, as well as, the Public Access Defibrillation (PAD) program. Compile information, report as required, monitor and coordinate training and staff certification.
* Evaluate, recommend and develop Requests-for-Proposals (RFPs) for the purchase of medical equipment and supplies.
* Investigate and follow up on all complaints, patient outcomes and/or referrals related to the Fire Department's delivery of Emergency Medical Services (EMS).
* Act as the Fire Department's representative regarding medical issues to outside agencies and participate in project development (e.g. Pandemic Influenza 34 Planning, Drug Prophylaxis Software, Special Needs Population Planning and Strike Team Development).
* Chair the Fire Department's EMS Committee.
Duty Deputy
* Respond to all alarms as required.
* Direct fire control operations with a minimum of loss.
* Formulate or receive and recommend for approval, proposals for policies on fire and emergency operations and the administration of the fire fighting force.
* Establish and administer procedures pertaining to fire fighting and emergency operations, the management of fire units, and emergency preparedness.
* Manage emergency medical services.
* Initiate planning programs to address evolving fire protection problems.
* Ensure compliance with procedures designed to reduce the risk involved in fire fighting.
* Perform other duties as assigned by a supervisor.
Training
* Administer the training programs of the Department.
* Develop programs of training as requested by divisions of Engineering, Fire Prevention, Personnel and Safety.
* Develop instructions to carry out training programs for their effective applications to field operations.
* Research training needs and programs.
* Maintains the training facility.
* Perform other duties as assigned by a supervisor.
Logistics
- Respond to multiple alarm incidents to augment the command staff.

- Monitor the maintenance, condition, use, performance and placement of all apparatus and equipment and make recommendations for specifications and replacement.
- Research advances in equipment and apparatus that would increase effectiveness and assist in the development of safety procedures. Act as liaison between property services and MFD for station maintenance issues.
- Develop safety procedures to minimize risk in the use of apparatus and equipment.
Personnel
- Manage the annual redraw and vacation draw process, and the monthly transfer process.
- Leave Management
- Track sick leave as it relates to sick leave policy and gain sharing program.
- Produce reports for sick leave policy management and enforcement.
- Staffing
- Produce monthly staffing reports and ensure attendance reporting accuracy.
- Monitor staffing trends for balance between shifts.
- Monitor the health club membership program.
- Work with EMS director administering the department's wellness program.
- Maintain the OSHA 300 and 300A logs
- Cadet Hiring Planning and Process
- Pre-hire testing setup for written, physical and oral tests in conjunction with the HR Generalist.
- Work with Occupational Med clinic for pre-hire physicals and drug testing
- Manage placement of rookies to stations and transfers
- Track injuries and work with worker's compensation and risk management on injury cost and prevention.
Working Conditions
Combination of office and field, with possible exposure to the hazards of fire fighting.
