Account Manager - Emerging & Innovation Program (United States Patent and Trademark Office (USPTO))

Ellumen is seeking a highly skilled and experienced Account Manager to serve as the central point of contact for all technical and programmatic matters supporting the United States Patent and Trademark Office's (USPTO) Emerging and Innovation (E&I) Product Line. This individual will oversee delivery and support for technical operations (TOs), represent the contractor in all post-award meetings, and ensure the successful execution of program objectives related to emerging technology, innovation, and experience design.

Key Responsibilities:

  • Serve as the primary liaison with USPTO stakeholders, including the Contracting Officer (CO) and Contracting Officer's Representative (COR).
  • Represent the Contractor at all post-award status meetings and manage program-wide technical communication.
  • Provide end-to-end program management, including issue resolution, performance oversight, and compliance monitoring.
  • Oversee and manage technical team performance across task orders to ensure quality, timeliness, and client satisfaction.
  • Ensure full compliance with the Performance Work Statement (PWS), federal security policies, and quality standards.
  • Manage completion and submission of all USPTO-required forms, including security, training, and administration.
  • Plan and execute innovation strategies aligned with USPTO's mission and modernization goals.
  • Support prototyping and piloting of AI/ML, cloud, cybersecurity, and experience design solutions.
  • Other responsibilities as needed. This is not a complete list of responsibilities.



Required Qualifications:

  • Ability to obtain/maintain Public Trust Clarance (Moderate Risk Tier 2 or High Risk Tier 4, depending on duties). Undergo security processing by the Department's Security & Emergency Management Division.
  • Minimum 5 years of experience managing programs of similar size, scope, and complexity, preferably in federal or technology innovation environments.
  • Proven experience as a technical liaison and point of contact for high-level stakeholders.
  • Demonstrated expertise in managing cross-functional teams and delivering emerging technology solutions.
  • Proficiency in Amazon Web Services (AWS), Google Cloud Platform (GCP), Microsoft Azure
  • Demonstrated experience with Artificial Intelligence (AI), Machine Learning (ML), Natural Language Processing (NLP)
  • Cybersecurity principles, frameworks, and tools
  • Low/high-fidelity wireframes and system prototypes
  • User research, usability testing, and customer experience metrics
  • Design systems and UI component libraries
  • Working knowledge of 508 compliance criteria



Scope of Supported Activities:

  • Innovation Lab Operations - Maintain and support multi-cloud lab environments (AWS, Azure, GCP).
  • Prototyping & POCs - Conduct evaluations and pilot new technologies and solutions.
  • Cybersecurity Compliance - Ensure alignment with NIST, FedRAMP, FISMA, and USPTO security guidelines.
  • Customer & User Experience (UX/CX/EX) - Drive human-centered design, usability, and continuous improvement.
  • Security Documentation & Risk Management - Support security assessments, SSPs, RARs, SARs, and POA&Ms.


  • Experience supporting innovation efforts within federal agencies, preferably USPTO.
  • PMP or similar project management certification.
  • Familiarity with NIST 800-53, 800-30, and FedRAMP standards.
  • Background in user experience design, cloud architecture, and/or cybersecurity.
