Primary Purpose To provide strategic oversight, development, processes improvement, regulatory compliance and management of the Parkland's disaster management program. Includes comprehensive emergency management including mitigation, response, recovery, and planning for the continuity of safety and service to Parkland's infrastructure, patients, visitors, and employees. Minimum Specifications Education
- Bachelors' Degree in Business Continuity, Emergency Management, Safety or Homeland Security, Projected Management or related field.
Experience
- Must have six (6) or more years' experience in comprehensive emergency management.
Equivalent Education and/or Experience
- Certified Business Continuity Professional (CBCP) From Disaster Recovery Institute International (DRI) plus 10 years of full-time hospital experience; OR
- Certified Emergency Manager (CEM) plus 2 years of healthcare emergency management experience
Certification/Registration/Licensure
- International Association of Emergency Management's Certification in Emergency Management (CEM) or obtained within three years.
- Must hold current FCC amateur radio license.
Skills or Special Abilities
- Knowledge of The Joint Commission, Center for Medicare & Medicaid, and Homeland Security Exercise Evaluation Program (HSEEP) requirements and procedures.
- Strong leadership skills in building programs and implement systemic strategies.
- Must have a thorough working knowledge of the Hospital Incident Command System and the State of Texas Disaster Response System.
- Proficient in cultivating relationships with internal and external partners including relationships with senior leadership and senior government officials.
- Exercised ability to multi-task and work flexibly in stressful situations.
- Experience in project collaboration with cross-functional teams and individuals to achieve quality results.
- Must have the ability to manage projects from beginning to end to drive change through continuous process improvement.
- Strong analytical, organizational, reporting and decision-making skills.
- Effective verbal/written communications. Must be able to interface and coordinate work with business partners, leaders, and executive leadership.
- Experienced in system management, to include building, implementing, administering, and training program-related software to multi-disciplinarian audiences.
- Solid PC skills (Microsoft Office, SharePoint, Word, Excel, PowerPoint, etc.)
- Knowledge of regional crisis application systems (i.e., EMResource, WebEOC) and public safety communication systems.
- Ability to works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Responsibilities
- Responsible for the strategic planning, operational management, and development of Parkland's system-wide disaster management program, as assigned by the director.
- Ensures compliance and survey readiness with The Joint Commission and Center for Medicare & Medicaid Services standards
- Maintains system visions, oversight, and administrative support for all emergency response software integration, development, education, and implementation.
- Works with outside vendors and internal department leadership to ensure operational readiness of disaster management software programs, including Parkland's mass notification system (Send Word Now) and business continuity software (Veoci).
- Manages program data collection, analysis, and reporting to identify performance evaluations. Produces reports and manages corrective action plans.
- Contributes to the creation, advancement, regulatory compliance, and maintenance of emergency management plans, policies, and procedures within the department.
- Provides situational awareness to senior leadership and manages emergency response decisions.
- Manages workflow development, and maintenance of Parkland's Hospital Command Center and Incident Management Team.
- Manage, coordinate, participate in, and develop both communities based and hospital-led disaster exercises and after-action reviews using the Homeland Security Exercise and Evaluation (HSEEP) model.
- Manages and provides training, develops curriculum, and ensures staff integration and education competency in all emergency operations plans and programs.
- Manages representation and collaboration in other divisional committees that are required to integrate disaster management-related functions. Includes serving as an active member of professional organizations, committees, and working groups to build community resiliency and partnerships.
- Contributes to program budgeting, purchasing, asset inventory, and equipment maintenance for areas other than decontamination equipment.
- Manages the department's grant management, including identifying hospital preparedness grant opportunities, submitting grant proposals, and managing grant-funded inventory reviews.
- Manages Parkland's Memorandum of Agreement with the Texas Emergency Medical Task Force, including situational activity, deployment capability, tracking of costs and reimbursements, and the maintenance of staff readiness and training.
- Serves in an on-call capacity and must be able to respond on nights and weekends as needed.

Seeks advice and guidance as needed to ensure proper understanding.
