We are actively looking for a Electrical Construction Manager to join our San Diego office. As part of the Construction Group, the Electrical Construction Manager represents a 10-year agreement that finances electrical improvements on Navy bases through LCFS (Low Carbon Fuel System) credit sales. The construction work will consist of but not limited to, the removal and replacement of existing feeder cables including associated grounding and conductors in appurtenances. The removal of existing cables shall be accomplished by the phasing sequential removal of cables, without impact or outage to the facility that the cable serves. - Oversight of infrastructure repair and replacement, including concrete and pavement replacement for sidewalks, curb and gutter, and asphalt pavement that will be impacted with new manhole and duct bank installations, existing manholes that are in structurally poor condition, associated ladder systems, grounding systems, cable, racks, and cover assemblages
- Management of existing electrical conduit and duct banks, demolition of electrical concrete and manholes, and the construction of new electrical distribution system including new underground concrete vaults, duct banks, conductors, telecom and fiber optic cable
- Site planning, including preparation of traffic plans, limits of work, laydown areas, excavations, openings, and interface requirements of the project with all existing utilities and construction around the project site. All plans shall be approved by PSD and NAVFAC prior to project construction
- Monitor the construction project and all phases of work performed by the contractor, including identify possible issues, providing recommendations for resolution, and implementing such effective measures to maintain continuous construction progress and quality workmanship
- Interpreting plans and specifications and ensuring that required submittals and permits are approved prior to contractor commencing work
- Actively coordinate with Lead Project Inspector, NAVFAC, CECOS (Naval Civil Engineer CORPS), and PSD to identify non-compliance issues and assure non -compliance issues are resolved
- Develop detailed reports, memoranda, letters, and other documents regarding project issues for both NAVFAC and PSD distribution
- Coordinate with engineers, architects, NAVFAC CM and ET, and construction contractors regarding normal and unusual project problems and phases
- Ensure the maintenance of detailed records of all project activities, findings, progress, and results; may supervise the work of other professional and technical staff assigned to the project team
- Ensure PSD and NAVFAC interests are fulfilled with regards to quality of construction and quantities paid. Verify with Inspection staff field measured and installed quantities for record and review and approve awarded contractor progress and final payment requests
- Facilitate with PSD, NAVFAC, and Lead Construction Inspector, the coordination and scheduling of special inspection as required by specifications, required testing of materials, equipment, structural elements, and building materials for construction
- Prepare and route Contractor Progress and Final invoices in accordance with PSD invoice process
- Monitor and enforce all contractual terms, UEM (Utilities and Energy Management. DoN) obligations, and requirements
- Recommend engineering field solutions in coordination with Electrical Engineer-of-Record (BSE) to design construction problems encountered in the field
- Prepare weekly construction progress meeting agendas and meeting minutes; and facilitate weekly construction progress meetings
- Identify and recommend corrective actions when project progress is delayed, or budgets exceeded
- Prepare, resolve, and negotiate construction change orders
- Ensure contractor's conformance to UFC (Unified Facilities Criteria - Whole Building Guide), BOD (Basis of Design - NAVFAC), SSHO (Site Safety Health Officer), NAVFAC's Energizing process and permitting procedures
- Ensure contractor's conformance to close-out requirements; including preparation of punch lists and verify completion of punch list work. Ensure contractor's work is properly inspected and certified for approval
- Prepare and calculate monthly PSD and NAVFAC schedule updates with accurate external cost/resource-loaded schedule activities to document project status and funding forecasts
- Prepare and write PowerBI monthly narrative project updates including key milestones reached, general work progress and status, issues and resolutions, and overall state of the project including schedule and budget health

- Bachelor's Degree in Engineering, Construction Management, or equivalent experience
- 15+ years of experience
- Self-motivated, engaged, team-oriented, and strategic thinking with the ability to work independently under minimal supervision
- Strong leadership and team building and engagement skills as well as excellent interpersonal and negotiation skills
- Intermediate knowledge of accounting principles, including budgeting and forecasting
- Handle multiple tasks under pressure and prioritize responsibilities
- Experience with business and strategic planning processes
- Proven track record of developing existing and new client relationships
- Excellent communication skills (verbal, written, and presentation)
- Availability and willingness to travel

Base salary range: $170,000 to $215,000 based on years of experience, level of education obtained, professional registration, and meeting required qualification in job description. Base salary range only applicable for candidates who will be hired and working in the California markets. Some site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment.
