The Director, Integrated Global Programming oversees the implementation and assessment of American Red Cross global preparedness and readiness in our work with the IFRC Secretariat and National Societies to enhance the disaster risk management capacity of the global Movement. This role leads the execution of these programs in coordination with IFRC, supporting effective delivery of services to vulnerable populations worldwide. The Director will be responsible for executing programs that align with and enhance international best practices in integrated crisis management and the Red Cross and Red Crescent Movement principles and operational frameworks to deliver impactful, scalable, timely, equitable, and sustainable solutions meeting the evolving needs of vulnerable populations. With the ISD Division Directors, the Director will inform and shape the vision for American Red Cross international disaster management programming. The Director will support resource mobilization efforts through quality technical guidance. The Director of Disaster Management Programs will be responsible for program budgets, financial planning and evaluation, KPI development and monitoring for global climate, preparedness and readiness investments in partnership with the International Federation of Red Cross and Red Crescent.

Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.

Core Responsibilities

Movement Institutional Capacity Development

  • Engage actively in IFRC preparedness, response and recovery forums, providing technical leadership in American Red Cross areas of expertise: locally-led climate-smart disaster risk management, climate change adaptation, anticipatory action, cash programming, information and data management, and operational excellence.
  • Work closely with Division Directors to support development and implementation of bilateral strategic partnership plans within Movement shared leadership framework and American Red Cross commitment to collective impact.
  • Support implementation of the ISD Partnership Engagement Strategy with the IFRC reflecting American Red Cross financial and human resource investment to steadily improve and strengthen RCRC Movement programming equity, relevance, effectiveness, and efficiency.
  • Manage American Red Cross contributions to Red Cross Red Crescent Movement preparedness and climate programming, focused on national society readiness, locally-led community preparedness, and climate-smart disaster risk reduction.
  • Contribute to Movement-wide evidence-based disaster risk management models.

Operational Excellence and Program Management

  • Lead design and implementation of integrated disaster risk management and climate programs.
  • Ensure operational quality and effectiveness of programs.
  • Maintain and enhance systems for monitoring program implementation and measuring impact
  • Oversee technical quality assurance of all preparedness and readiness programs.
  • Implement operational improvements to enhance efficiency and effectiveness of program delivery
  • Oversee budget planning, financial tracking, and expenditure monitoring for all disaster management programs.

Team Development and Resource Management

  • Manage technical advisory team providing expertise to global divisions and IFRC to enhance and deliver quality preparedness, climate and response programming.
  • Oversee and maintain accountability for multi-year grants with annual budgets of $5M or more.
  • Monitor and optimize resource allocation for maximum impact.
  • Seek and maximize opportunities for close collaboration and program integration between Movement partners and American Red Cross to achieve collective impact strategic aims.
  • Support the learning and development, recruitment and deployment of quality technical expertise to support disaster operations.
  • Ensure effective coordination between headquarters and field-based staff.
  • Support cross-team collaboration with the strategic teams led by the Sr. Director, Integrated Global Program Design and Development.

Qualifications:
Education: Bachelor's degree required.
Experience: Minimum 7 years of related experience or equivalent combination of education and related experience required.
Management Experience: 5 years of management experience.

  • Experience in writing and evaluating proposals; and managing and reporting on grants.
  • Strong strategic and annual program, financial, and human resource planning competencies including generating theories of change and producing program plans.
  • Demonstrated knowledge and field experience in international disaster response operations including hands-on expertise in some or all of the following technical areas: integrated response planning, cash assistance programming, data and information management, relief distribution planning and execution, anticipatory action, and risk management.
  • Demonstrated knowledge of disaster management cycle including preparedness, response, and recovery and hands-on expertise in some or all of the following technical areas: community preparedness, institutional readiness, risk reduction programming, climate change adaptation programming.
  • Demonstrated knowledge of organizational development and hands-on experience in capacity building of local international organizations working in disaster and crisis management.
  • Strong interpersonal, organizational, and communication skills; ability to work effectively in an environment of diverse languages and cultures and across time zones; exceptional verbal and written communication and information management capabilities.
  • Demonstrated ability to excel under tight deadlines and limited material and human resources.
  • Results-oriented, flexible, ability to take initiative, strong personal integrity, and ability to adapt to changing situations.
  • Working knowledge of French, Arabic and/or Spanish preferred.
  • Experience working with and on behalf of Red Cross/Red Crescent Movement campaigns and programs.
  • Flexibility to meet sudden and unpredictable business and disaster related needs including varied work hours and frequent international travel.

The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.

PAY INFORMATION: The annual salary range for this position is $120,000 - $130,000. We do not offer an annual bonus for this role. Note that American Red Cross salaries are aligned to the specific geographic location in which the work is primarily performed. Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role. **We will review specific salary information at the time of phone screening based upon your location & experience.**
