REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking a qualified candidates for the position of Information Technology Specialist in the Aviation Information Technology Network Security Division.

The position consists of advanced professional and administrative work with responsibilities to design, develop, implement and maintain advanced information technology security solutions such as Next Generation Firewalls (NGFW), Intrusion Prevention/Detections systems (IPS/IDS), Vulnerability scanners, Denial-of-Service prevention solutions, Endpoint Detection and Response solutions (EDR), Extended Detection and Response solutions (XDR) and Security Information and Event Management.

Shift: Monday through Friday - 8:00 am - 4:30 pm

Person at this position will work in collaboration with Cybersecurity Analysts, Security Operations Center and Network Operations Center to make needed changes to all security solutions deployed at BCAD, as well as perform upgrades and new deployments.
Advanced knowledge of network technology in addition to advanced knowledge on Cybersecurity technologies is requirement for this position.
Must have advanced expertise and work experience with the following Cybersecurity solutions:
- Cisco Firepower Thread Defense Solutions and Cisco Firewall Management Center;
- Cisco Identity Services Engine (ISE), Cisco Catalyst Center (formerly DNAC), Cisco Spaces (formerly DNA Spaces);
- Cisco Splunk, Splunk SOAR and Enterprise Security and ReliaQuest GreyMatter;
- Cisco XDR, Cisco Secure Cloud Analytics, Cisco Secure Endpoint management (formerly Cisco AMP),
- Cisco Secure Malware Analytics (formerly Threat Grid) and Cisco Cyber Vision;
- TippingPoint IPS, Radware DoS Solution and Secure Group Tagging on Cisco FTDs and Catalyst switches;

Must have deep understanding of NIST Security Framework, MITRE ATT&CK Framework and types of Cybersecurity attacks.

This position also requires an advanced expertise, technical and analytical skills to install, configure, administer and troubleshoot the Cisco network L2/L3 switches such as Catalyst 9000 series switches and Catalyst 9800 Wireless Controllers. Must have advanced knowledge on Internet Protocol suite, OSI model, Netflow, SNMP, VRF Lite, QoS, OSPF, PBR, WiFi Standards, IPsec/SSL VPNs and VoIP protocols. This position also requires extensive experience in packet analysis for security and traffic packet capture analysis for network troubleshooting.

This position also requires an advanced experience working with enterprise NMS software tools such Cisco Catalyst Center (DNAC), Solarwinds Orion, Intermapper or other enterprise class NMS solutions with open API.

Reviews County-wide information technology strategic direction, network and Cybersecurity technologies, industry best practices, related technology studies, and recommends approaches or enhancement plans for incorporation of the emerging technologies when appropriate. Plans, organizes and implements approved emerging technologies. Supervises professional and technical personnel in assigned work teams or sections.
Administers County-wide technological specialty functions. Reviews systems designs, development of applications, and documentation for accuracy, timeliness, and adherence to departmental standards.
Documentation of deployment, security, quality assurance, change controls, and compliance.

Performs related work as required.

Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field. One year of relevant experience may be substituted for each year of required education.
Requires four (4) years of experience in systems analysis, systems design and/or applications programming relevant to area of assignment including related project management or closely related experience

All Aviation Department employees must possess the ability to interact courteously with the public, Airport vendors, contractors and fellow employees to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment.

Must be able to obtain and maintain an Airport issued SIDA Badge.
Must be authorized to drive on County business for duration of employment.

Preferences:

Master's Degree in Information Systems or related field
Cisco Technical Certifications for Associate/Professional/Expert levels in Enterprise, Security or Collaboration tracks
Industry Certifications in Cybersecurity, vulnerability analysis and penetration testing
Experience with advanced information technology security solutions such as XDR, EDR, NGFW and IPS/IDS
Experience with proactive Cybersecurity practices such as Threat hunting and automated respond in SIEM
Experience with Airport-Specific IT Systems.

Additional Information:

All candidates must complete an extensive work history verification and criminal background check, including fingerprinting. Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).
