Manage the function of a unit in the Public Works Department, managing technical staff, performing high level technical work in support of public works operations, assist and manage Capital Projects and Programs, manage/document/close out contracts, perform field survey and other functions to support a construction group.

Salary:
Anticipated starting salary is
$89,443 - $97,737
/ annually, depending on qualifications.

Job Duties and Responsibilities

- Manage the function of an unit, supervising staff responsible for project management and delivery, effective communication to, internal/external divisions and public agencies, public & elected officials , with other duties as assigned.
- Represent the Public Works Department in meetings with engineers, managers, consultants, contractors, and the public regarding City standards and legal requirements for proposed work, including plan or specification interpretation and resolving issues.
- Coordinate with engineers, managers, consultants, utilities, Minneapolis Park and Recreation Board, other local agencies, bus, vehicle, bike and pedestrian detours, property owners and Public Works divisions any work required, such as project schedules, public hearing and assessments,
- Provide research into retaining walls and alleys in the public right of way, and provide written recommendations.
- Ensure thatproposedplansandspecificationsmeetFederal,State,andLocalrequirements,
- Monitor work to ensure compliance and issue stop work orders when appropriate or contact the correct parties to initiate corrective action (contractors or projects, etc.)
- Supervise staff engaged in technical and administrative work, monitoring, documenting, construction activities and enforcing contracts/standards, explaining assessment procedures, inspecting projects to determine condition and make recommendations, providing technical support such as assisting in developing proposals, plans etc.
- Coordinate//document/perform inspections and reviews of installed and/or finished products to ensure compliance with standards or to assess current status.
- Resolve public relations issues, complaints, and controversial developments regarding the activities of unit supervised, making decisions as to how to proceed and working toward resolution.
- Act as a 'lead' liaison on projects for the City of Minneapolis done by private contractors, communicating requirements, standards and ensuring quality.

MINIMUM QUALIFICATIONS: Associate Degree in Engineering Technology or equivalent MINIMUM EXPERIENCE: Three years of related experience LICENSES/CERTIFICATIONS: Driver's License to operate City provided vehicle. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.
Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

- Thorough knowledge of State and Federal laws, City Ordinances and City Codes as they apply to work of area to which assigned.
- Considerable knowledge of civil engineering design principles, computer operations, surveying and technical issues financial expense and revenue streams in capital programming, related to construction and repair work.
- Knowledge of modern supervisory techniques.
- Strong technical knowledge in the area assigned, able to perform detailed research, property records, interpret field survey reports in assessing retaining walls.
- Good knowledge of and ability to perform mathematical calculations.
- Ability to plan and carry out detailed assignments and investigations ,and to put together civil engineering and statistical data.
- Strong written and verbal skills and ability to produce reports
- Strong inter personal communication skills.
