PGE is seeking a highly skilled Business Analyst to support and lead efforts related to our mission-critical Distribution Outage Management System (OMS). This role is central to ensuring the stability, performance, and continuous improvement of OMS and its integrations with key enterprise systems such as Oracle C2M, IBM Maximo, IQGeo, and customer-facing platforms.

The Business Analyst will serve as a bridge between business and technical teams, leading configuration changes, managing system integrations, and driving performance testing to ensure OMS operates effectively during both blue-sky and storm events. This role also plays a key part in major initiatives such as system upgrades, storm response enhancement and response, and platform modernization efforts.

Job Function Summary

Business Systems Analysis Acts as a liaison between IT and the business to elicit, document, analyze and validate requirements for new systems and enhancement of existing systems. Analyzes business processes/problems to be solved with automated systems. Identifies gaps and provides expertise in business requirements for system specifications and scales new and current systems, processes and procedures in a cost-effective manner.

Key Responsibilities

Business Analysis (BUAN) Investigates operational requirements, problems and opportunities, seeking effective business solutions through improvements in automated and nonautomated components of new or changed processes. Assists in the analysis of stakeholder objectives, and the underlying issues arising from investigations into business requirements and problems and identifies options for consideration. Works iteratively with stakeholders, to identify potential benefits and available options for consideration, and in defining acceptance tests.

Requirements Definition and Management (REQM) Facilitates scoping and business priority setting for change initiatives of medium size and complexity. Contributes to selection of the most appropriate means of representing business requirements in the context of a specific change initiative, ensuring traceability back to source. Discovers and analyzes requirements for fitness for purpose as well as adherence to business objectives and consistency, challenging positively as appropriate. Obtains formal agreement by stakeholders and recipients to scope and requirements and establishes a baseline on which delivery of a solution can commence. Manages requests for and the application of changes to baselined requirements. Identifies the impact on business requirements of interim (e.g., migration) scenarios as well as the required end position.

Consultancy (CNSL) Takes responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution. Identifies, evaluates and recommends options, implementing if required. Collaborates with, and facilitates stakeholder groups, as part of formal or informal consultancy agreements. Seeks to fully address client needs, enhancing the capabilities and effectiveness of client personnel, by ensuring that proposed solutions are properly understood and appropriately exploited.

Business Process Improvement (BPRE) Analyzes business processes; identifies alternative solutions, assesses feasibility, and recommends new approaches. Contributes to evaluating the factors which must be addressed in the change program. Helps establish requirements for the implementation of changes in the business process.

Education/Experience/Certifications

Education:

Requires a bachelor's degree in business, computer science, engineering, management or other related field or equivalent experience.

Experience:

At the Business Analyst level (P3), typically five or more years in related field. At the Senior level (p4), 8 or more years in a closely related field. Preferred experience in or knowledge of specific line of business and/or IT environment. At both levels, strong skills in SQL/Excel are required.

Certifications: The following certifications will be highly valued:

  • Certified Business Analysis Professional (CBAP)
  • PMI-Agile Certified Practitioner (PMI-ACP)
  • Lean Six Sigma (Yellow, Green, or Black Belt)

Please note: the knowledge, skills and abilities listed above are at the P3 level. For individuals at the P4 level, the expectations will be more consistently at the advanced level and will serve as a subject matter expert to more junior levels of the team. The level will be determined by the hiring manager based the knowledge demonstrated by the candidate during the interview process.

Compensation Range:

$89,175.00 - $178,375.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
