Position Summary
Nationwide IT Services (NIS) is seeking a highly experienced and technically accomplished Infrastructure Application and Database SME - Lead to serve as Key Personnel in support of a complex DoD enterprise Oracle environment. This individual will act as a senior-level subject matter expert on enterprise applications, databases, and integration platforms and will serve on executive-level project teams providing technical oversight, strategic direction, and subject matter analysis.
This position supports mission-critical operations and modernization efforts, and requires deep experience with Oracle E-Business Suite (EBS), Fusion Middleware, and a wide range of enterprise integration and business intelligence tools operating at production scale.
Key Responsibilities
- Serve as the senior subject matter expert for infrastructure, middleware, and enterprise Oracle technologies in support of DoD missions
- Provide technical direction, engineering guidance, and independent analysis on exceptionally complex issues related to Oracle application and database ecosystems
- Administer, troubleshoot, and optimize the following technologies within a DoD Oracle EBS environment:
- Oracle EBS Financial ERP
- Oracle Database with Real Application Cluster (RAC), Active Data Guard, GoldenGate, and advanced performance tuning
- Oracle Fusion Middleware 12.2+
- Oracle SOA Suite, SSO/OAM, OIM, OBIEE, Hyperion, EDQ, Oracle UPK, and Oracle GRC tools
- Lead design, implementation, and operational support for middleware and application infrastructure environments with user bases exceeding 300,000+ production users
- Direct large-scale system architecture design reviews and configuration management aligned with DoD security and operational standards
- Coordinate and mentor enterprise design and operational technical teams to ensure uptime, scalability, and secure performance
- Write, review, and deliver high-quality technical documentation, including system designs, troubleshooting reports, implementation plans, and government deliverables
- Contribute to the formulation of innovative architectural and operational principles for next-generation DoD data and middleware strategies
Minimum Qualifications
- Experience:
- Minimum of ten (10) years of progressively responsible experience in enterprise infrastructure, Oracle platforms, and middleware system administration
- Experience supporting DoD or Federal shared Oracle service providers using Oracle Fusion Middleware 12.2 or higher
- Demonstrated success managing both design and operations technical teams supporting enterprise-scale Oracle infrastructure (300,000+ production users)
- Technical Expertise:
- Deep hands-on experience with:
- Oracle EBS Financials ERP, Oracle RAC, GoldenGate, Active Data Guard
- Fusion Middleware, SOA, SSO/OAM, OIM, OBIEE, Hyperion, EDQ, UPK, and GRC
- Expertise in Oracle performance tuning, cloning, and disaster recovery design
- Familiarity with IT service management frameworks (e.g., ITIL) and system hardening practices under DoD RMF and STIGs
- Security Clearance:
- Must possess active IT-I Critical Sensitive or Tier 5 (T5) clearance at time of proposal submission
- Communication Skills:
- Exceptional written and verbal communication skills
- Proven ability to produce polished technical documentation and briefings for executive and government stakeholders
- Strong command of the English language required
Preferred Qualifications
- Experience supporting DoD shared service environments or enterprise financial management systems
- Oracle certifications (e.g., Oracle Certified Professional - Database, Middleware, or Cloud Infrastructure)
- Experience leading large-scale ERP migrations, cloud transitions, or zero-downtime deployment architectures
- Familiarity with DoD cybersecurity standards, FedRAMP environments, and data governance best practices
Work Environment & Travel
- Shall be available to periodically support meetings at HQ DLA (Fort Belvoir, VA) or other places of performance in the Washington, DC metropolitan area.
