 Oversee employees on the Chemical Weapons Convention (CWC) Teams 
 Support the CWC Challenge Inspections (CI) Assistance Team 
 Assist in the planning, facilitation, and observation of training and exercise events 
 Complete the (NTIP CWC Certification Program via Joint Knowledge Online 
 Ensure milestones and deliverables are met on time and according to required completion criteria 
 Maintain existing Department of the Navy CWC CI related documentation and assist with updating or rewriting documentation as required 
 Discuss all relevant aspects of each program/project and provide a comprehensive analysis of the specifics of each program/project and why it may or may not be constrained by an arms control treaty or agreement or U.S. policy 
 Participate in CI's anytime and anywhere the inspection is called. 
 Participate in CI exercises at a Navy or Marine Corps facility to ensure DON is adequately prepared 
 Assign and track tasks, log team activities, communicate, and conduct other team business 
 Work with the Government to identify and assign qualified personnel to critical functions in support of the assistance team who must be available to deploy to an affected DON installation as directed 
 Assist NTIP staff to prepare modular, multi-phased instructional products, training plans and exercises ranging from classroom tutorials to small team-size field training, to full scale multi-day exercises 
 Support the planning, facilitation, execution, and assessment of CIs and CI training events and exercises, to include preparing and delivering daily situation reports and after-action reports
 for meeting support
 
 Provide support to NTIP for implementation and compliance of specific arms control treaties and 
 agreements under NTIP's purview. 
 Deliver program support for general interagency issue analysis and resolution. 
 Provide technical analysis, studies and research, documentation and meeting support 
 Collect treaty-required data, create reports; and coordinate white papers 
 Develop treaty compliance and implementation plans. 
 Prepare and deliver all technical studies, analysis, research, documentation via electronic media such as Microsoft Office 
 Continuously review and assess US Government, Department of Defense, and Department of the Navy international implementation and compliance reporting and certification 
 requirements 
 Review inspection and visit requirements; data exchange and declaration requirements; and notification requirements IAW U.S. laws, regulations, security cooperation and other pertinent agreements and initiatives 
 Familiarity with initiatives; confidence- and security-building measure (CSBM) regimes; conventional weapons; and emerging arms control initiatives. 
 Monitor and perform data mining of Navy and Marine Corps databases and websites 
 Analyze arms control treaties, agreements, U.S. policies, and nonproliferation agreements, Department of the Navy arms control implementation and compliance plans, and other relevant data 
 Prepare and deliver findings on Arms control treaties and nonproliferation agreements, treaters and policy 
 Act as Subject Matter Expert for US Government policy positions associated with or potentially impacting arms control treaty and nonproliferation agreements as well as DoD and Joint Staff finalized and/or proposed policy guidance and other arms control treaty and nonproliferation agreement related implementation and compliance documentation. 
 Use the Commander Navy Installations Command's Command, Control, Communications, Computers, and Intelligence (C4I) Suite as the main information management system. 
 Assist NTIP staff to prepare modular, multi-phased instructional products, training plans and exercises ranging from classroom tutorials to small team-size field training 
 Store, periodically test, maintain, and rapidly deploy inspection support equipment to the Point of Entry at a nearby International Airport and to a designated Navy base for exercise use. 
 
 Qualifications 
 
 
 
 Secret Security Clearance 
 Bachelor's degree in business or management from an accredited institution 
 Ten (10) + years of experience in arms control with seven (7)+ years focusing on the Chemical Weapons Convention. 
 Possess excellent verbal and written communication skills 
 Proficiency with Microsoft Office Suite for performance of duties 
 Versed in authoritative documents as well as understanding how they are applied 
 Be able to read, write, and speak English fluently 
 Possess excellent written and oral communication and presentation skills
