Job Title: Imagery Data Systems Interoperability Task Lead

SUMMARY
Agile Defense is seeking a highly motivated and experienced Task Lead to join our growing team of qualified, diverse individuals supporting the Defense Information Systems Agency Joint Interoperability Test Command (JITC) Test, Evaluation, and Certification (TEC II) contract at Fort Huachuca, Arizona. The ideal candidate will have a proven track record of leading and managing a team of test analysts and software developers designing, developing, testing, and implementing high-quality software solutions. The selected candidate will join the Geospatial Intelligence (GEOINT) Test, Evaluation (T&E) and Certification team supporting imagery systems standards conformance data analysis, software development, and imagery standards conformance analysis.
Responsible for leading and managing a team of imagery test analysts and test application software programmers in the planning and execution of test strategies, test plans, and test cases to ensure standards conformance and interoperability testing. This role requires a strong understanding of testing methodologies, software development principles, strong programming skills, problem solving abilities, and standards conformance processes. Identify and report software defects and collaborate with developers to resolve issues. Set clear expectations and goals for the team, aligned with stakeholder objectives and product requirements. Drives project success through Agile values and principles, utilizing the Scrum framework for structured planning, execution, and adaptation to changing requirements. Provide technical guidance, mentorship, and leadership to the team, ensuring the delivery of high-quality test solutions and results.
JOB DUTIES AND RESPONSIBILITIES
* Review requirements, specifications, and technical design documents to provide timely and meaningful feedback.
* Author and execute detailed, comprehensive, and well-structured development test plans and integration tests.
* Work closely with software developers and product managers.
* Execute timely scheduling of analysis tool validation and algorithms against historical and simulated data test sets.
* Participate in software code reviews and troubleshoot complex technical issues.
* Create and generate large data sets and various data scenarios for performance and functionality.
* Perform regression testing of software prior to release to identify, report, resolve, and track software defects.
* Implements Agile development practices using Scrum to facilitate short, iterative sprints, enabling frequent feedback and continuous refinement of the product.
* Maintain familiarity with current and emerging Executable Test Suites (e.g., test plans, test software, controlled test sets, GOTS/COTS, etc.) produced by the National Systems for GEOINT community.
* Prepare test reports and communicate testing progress and findings to stakeholders.
* Coordinate and participate in stakeholder and team meetings and provide updates on software development and testing activities.
* Participate in imagery standards community working groups such as the Motion Imagery Standards Board and the National Imagery Transmission Format Standard Technical Board.
* Lead geographically separated cross-functional teams, providing work assignments, detailed work plans, project resource estimates, resource plans, and status reports ensuring quality, on-time report delivery.
* Interpret and updates weekly financial reports for task order financial management.
* Conduct project meetings to ensure project deliverable adherence to quality standards and delivery schedule.
* Manage the integration of sub-contractor tasks and tracks/reviews sub-contractor deliverables.
* Provide administrative task support such as Weekly Status Reports, Monthly Status Reports, and meeting minutes.
QUALIFICATIONS Required Certifications
Education, Background, and Years of Experience
* Requires a Master's degree; or a Bachelor's degree with at least 6 years of experience; or 10 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master's degree. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for experience but varies by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties.
ADDITIONAL SKILLS & QUALIFICATIONS Required Skills
* This position requires an active Secret security clearance on hire date with the ability to obtain and maintain a Top Secret/SCI clearance. Current TS/SCI is desired.
* Strong proficiency in Java programming language, including experience with core libraries, object-oriented principles, and design patterns (JavaScript experience is not an equivalent substitute).
* Strong understanding of software design principles and patterns.
* Strong understanding of testing methodologies, processes, and tools with demonstrated ability to contribute to the development of best practices for testing and standards conformance.
* Experience with standards conformance testing and compliance requirements.
* Proficient in standardized requirements analysis.
* Excellent problem-solving, critical thinking, and analytical skills.
* Quality oral and written communication skills.
* Proficient in Microsoft Office suite, specifically Excel. Demonstrated expertise in using Excel for data analysis, manipulation, and reporting, including creating complex formulas, pivot tables, charts, and macros.
Preferred Skills
* Experience with Research, Development, Testing and Evaluation (RDT&E). T&E areas include developmental, operational, standards conformance, enterprise, and interoperability.
* Experience developing software for the GEOINT discipline with relevant experience with GEOINT data and software analysis products. Other intelligence disciplines with respective standards experience will be considered.
* Experience with using test data generation tools and scripting languages to automate the creation of diverse test data sets.
* Experience with Visual Studio 2019 or newer, Agile software development methodologies, and Microsoft Azure cloud platform.
* Strong understanding of testing principles and experience with software development/unit testing frameworks, data analysis tool design, development of data test sets and test suite updates, and verification and validation of software.
* Familiarity with DoD and interoperability directives and instructions in all T&E processes.
* Familiarity with GEOINT National Imagery Transmission Format (NITF). Other standards experience will be considered with respective intelligence discipline experience.
* Familiarity with GEOINT documentation and standards conformance testing.
* Familiarity with manned and unmanned Intelligence, Surveillance and Reconnaissance systems, sensors, and operations.
* Familiar with NITFS documentation (MIL-STD 2500C, STDI-0002 vols 1 and 2, STDI-0006), JPEG2000 image compression schemes and standards conformance testing.
* Familiar with MI transport and video compression formats, Key-Length-Value metadata standards, and standards conformance testing.
* Familiar with MTI format and standards conformance testing.
* Familiar with DoD operations and environment, and comfortable with IT systems and software.
WORKING CONDITIONS Environmental Conditions
* Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
* Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
